JOB TITLE: AssociateGrants Project Coordinator

REPORTS TO: Director, Water ResourcesFLSA STATUS: Non-Exempt

JOB SUMMARY: Thisperson is responsible for assisting small or CDBG eligible communities with the completion of Capital Improvement Plans (CIP), Community Development Block Grants (CDBG) and Rural Economic Action Plan (REAP) Grants in accordance with Oklahoma Department of Commerce (ODOC) requirements and Federal and State law.This position will also assist Water Resources in the Federal 604(b) grant program and in 208 plan activities.

EXAMPLES OF WORK PERFORMED

Component One, GIS Mapping, Data Collection, Analysis and Planning:

  • Uses GPS equipment to record the location of items such as water, sewer, stormwater and gas appurtenances.
  • Support personnel for geophysical data acquisition and surface water sampling activities.
  • Organize and update WRD databases, including contacting entities for data. This data includes drilling locations, static and pumping water levels, and withdrawal rates.
  • Maintain and update aerial photo database.
  • Obtains necessary information from sources such as engineering firms, governmental entitiesand the internet
  • Edits CAD and GIS maps of entity-owned assets such as streets, buildings, treatment plants, utility lines and related appurtenances and storm water drainage systems
  • Aids entities’ staffs in the creation, updating and editing of detailed asset inventory databases and spreadsheetsincluding item descriptions, conditions, replacement costs and suggested needs priorities.
  • Aids communities with estimating the cost of various improvements, the addition and replacement of equipment or other needs
  • Assists in the development of short and long-range plans including priority order of projects and timeframes.

Component Two, Grant Administration and Project Management:

  • Prepares hearing notices,assists communities in conducting hearings
  • Prepares, reviews and/or uploads grant documents to funding agencies’ website
  • Completesand submits various environmental clearanceforms and other documents to request release of funds status from funding agencies
  • Aids in development of bidding documents and processes, bonding certificates and signing of contracts
  • Conducts pre-construction meetings with contractors and subcontractors, explaining grant requirements and discussing project timelines and expectations of all parties involved
  • Conduct Davis-Bacon interviews with employees working on jobsites
  • Review timesheets and determine compliance with Federal labor laws.
  • Track expenses and file claims and expenditure reports
  • Complete various reporting forms and upload to funding agency
  • Aids entities in creating and maintaining grant files

ADDITIONAL RESPONSIBILITIES:

  • Perform other duties and projects as required by management.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of AutoCAD, ArcGIS, Excel, Word and Acrobat
  • General knowledge of global positioning systems (GPS)
  • Ability to read utility system and building engineering drawings, an English unit measuring tape, calculator and a metal detector
  • General knowledge of planning, construction and cost estimating
  • Good interpersonal skills: able to work well with a wide range of people
  • Ability to read and comprehend and follow local, state, and federal laws, regulations and grant requirements
  • Ability to perform assigned responsibilities, as well as adapt to new and changing duties with an attitude ofcomplete cooperation and an inclination to personally identify with the Association’s objectives

PHYSICAL REQUIREMENTS

This work requires the following physical activities:

  • Sitting for long periods of time using computer
  • Walking long distances (1-3 miles) in range of weather conditions on wide range of surfaces (pavement, grass, heavy brush, slopes, etc.)
  • Lifting of up to 30 pounds including file boxes, equipment, batteries, etc.
  • Use of step and extension ladders
  • Occasional bending, squatting, kneeling, stooping
  • Good finger dexterity and feeling; talking, hearing, and visual acuity needed

WORKING CONDITIONS:

  • Combination of normal office environment and field location work in various weather conditions
