Job title / Learning Organiser: Learning Agreements Lead
Job type / Fixed-term contract until 31st March 2016
Hours / Full-time – 34 hours per week
Location / As practicable, to be based at an RMT Office most appropriate to role
Accountable to / Senior Learning Organiser
Job aim / To work within the project’s five key themes to generate quantitative and qualitative outcomes in order to fulfil the RMT’s contractual obligations to the ULF.
Job context / This job is part of the RMT Learning strategy, as set out in the Round 16, ULF bid and the Project Plan.

Roles and Responsibilities

1 / To achieve a stronger learning infrastructure by establishing good quality learning agreements
  • Produce a strategy to be agreed bythe Senior Learning Organiser
  • Produce a budget, milestones, targets and timescales to be agreed by theSenior Learning Organiser
  • Produce outcome projections to be agreed by the Senior Learning Organiser
  • Review and revise plans regularly
  • Develop a Best Practice Model to roll out to employers
  • Identify opportunities with new and existing employers
  • Get good quality learning agreements in place
  • Develop a mapping tool to review and develop existing learning agreements
  • Pursue a strategy of Lead ULRs
  • Work wit ht he Campaigns Lead to produce a guide to learning agreements for branches and activists and provide expert advice
  • Set up company-based learning centres

2 / To keep records and write reports
  • Keep accurate records of expenditure
  • Keep accurate records of soft and hard outcomes
  • Keep other records as required
  • Meet reporting deadlines as set by the ULF Contract Lead
  • Submit progress reports to the Senior Learning Organiser, as required
  • Write other reports, as required

3 / Other responsibilities
  • Keep abreast of new developments in trade union education and lifelong learning
  • Keep abreast of all pertinent union policies and decisions
  • To strategically link to the organising strategy of the union
  • Identify funding opportunities to the Senior Learning Organiser
  • Other duties as required

Person Specification

Essential / Desirable
Qualifications / A degree or other equivalent qualification
Level 2 qualifications in literacy and numeracy / Project management qualification
Union Learning Rep certificate
Experience / Management of complex projects with multiple stakeholders with competing values
Allocation of resources
Working with trade unions on learning and skills
Establishing and maintaining relationships with a wide range of organizations and individuals / Management of publicly funded projects
Trade union negotiation experience
Knowledge / Understanding of programme/project management, tools and their application
Understanding of issues surrounding the role of the union learning representative and workplace learning in the context of social inclusion
Government policy on learning and skills
Trade union policy on learning and skills / Knowledge of the rail and/or bus industries
Skills / Ability to write clear reports and briefings
Ability to facilitate large and small meetings and discussions
Ability to make formal presentations
Good IT skills / Media skills
Personal Qualities / Effective negotiation skills
Excellent organisational and time management skills
Flexibility and willingness to learn and adapt
Ability to demonstrate a commitment and understanding of the principles of the trade union movement
A demonstrable understanding of and commitment to equal opportunities
Other / Willingness to travel nationally
Ability to work additional hours and occasional weekend and evening meetings
