Job Purpose
·  To deliver the day to day management of the councils tenancy and rents services, including tenancy support, antisocial behaviour and estate management.
·  To ensure the performance of the services reach the required standards, especially in relation to rent collection.
·  To ensure the Council responds to changing legislation in relation to welfare benefits.
·  To deliver an effective and appropriate service to all service users, fairly and without discrimination.
Main Duties and Responsibilities
1. / To be responsible for the day to day management of tenancy services to tenants.
2. / Manage the teams approach to tenancy requirements such as rent collection, arrears recovery, tenancy support and anti-social behaviour in accordance with policies and procedures.
3. / Ensure the effective collection of all rent and other monies due.
4. / Ensure vulnerable tenants are supported through the tenancy support team.
5. / Deliver effective ASB responses, in partnership with other council services and external partners.
6. / Represent the service at partnership meetings including MAPPA, JAG etc.
7. / Be responsible for the effective delivery of team plan targets.
8. / Ensure the smooth running of the services in relation to day to day operational requirements, including organising out of hours call out arrangements as necessary.
9. / Support the housing services manager in implementing policies and procedures.
10. / Monitor the performance and standards of teams ensuring work is carried out to a high standard. Report performance monthly.
11. / Support the tenants engagement structures and involve tenants in service development and delivery.
12. / Liaise with external agencies on behalf of tenants including benefits agency, adult and children’s services, etc in order to support tenancy sustainment.
13. / Be responsible for safeguarding issues as they affect the teams.
14. / Attend and present cases in court in relation to tenancy breaches.
15. / To ensure compliance with the Councils Standing Orders, Financial Regulations and all legal, statutory and any other relevant provisions.
16. / Attend committees as and when required, including out of normal office hours.
Special Factors
·  The nature of the work may involve the jobholder carrying out work outside of normal working hours.
·  Postholder must be able to have access to a vehicle to undertake duties on site.

Qualifications

Hold a housing professional qualification or housing management related qualification. / ü / App/Doc

OR

Evidence of continual professional development.
Qualified to degree, diploma, HNC or equivalent level in supported housing or housing. Membership of the Chartered Institute of Housing.

Experience
Proven management experience in the delivery of a high quality housing management service. / ü / App/Int
Experience of identifying, monitoring, implementing internal controls and managing, auditing and mitigating risk with effective quality assurance methods. / ü / App/Int
Experience of managing, preparing, monitoring and controlling budgets within a Value for Money Framework. / ü / App/Int
Experience of managing projects using standard methodology to track and deliver results. / ü
Proven track record of identifying and accessing external funding to benefit customer service. / ü
Skills/Knowledge
Experience of managing income collection services and be familiar with rent recovery processes. / ü / App/Int
Knowledge of court proceedings in relation to tenancy management. / ü
Experience of successfully developing services to achieve and maintain excellent performance. / ü
Good understanding of tenancy law, including case law. / ü
