DUTY STATEMENT

Title:Chief Executive Officer

Salary Package: $80,000 + superannuation

Reports to:The Board of the Aboriginal Justice Centre Inc

Duties:

1Establish, manage and oversee the transparent and accountable operations of the Aboriginal Justice Centre in relation to staffing and human resources, financial expenditure, service delivery and programs, reporting, management of volunteers, training and administration.

2Develop, comply and operate within the Association’s policies and regulations including the Association’s Constitution and policies, legislation such as the ACT Associations Incorporations Act 1991 and Privacy Act or contractual obligations set by funding providers.

3In consultation with the Board of the Aboriginal Justice Centre, develop and implement Aboriginal and Torres Strait Islander justice strategies, programs and procedures.

4Develop a team environment and professional corporate culture for the Aboriginal Justice Centre, assisting to minimise community and individual conflict and manage negotiations between various parties.

5Manage the design and delivery of Aboriginal and Torres Strait Islander social, criminal justice and prevention programs that are culturally appropriate and achieve the objects of the Association.

6Represent the Aboriginal Justice Centre and liaise with agencies and community organisations involved in the criminal justice system, welfare sector or other areas, to establish partnerships to ensure equitable access and delivery of services for Aboriginal and Torres Strait Islander people.

7Prepare high level policy papers, reports and be able to publish papers reflecting the views of Aboriginal and Torres Strait Islander people and present these to the Board, Governments, Agencies, Research Bodies, NAJAC and other forums.

8Be able to influence others and to be an agent of change in improving outcomes for Aboriginal and Torres Strait Islander people.

9Oversee the organisations finance, legal and tax accountability and reporting requirements for a public benevolent institution and oversee fundraising and sponsorship opportunities.

10Be able to operate the organisation transparently and attract government and non-government funding for existing and new initiatives.

11Oversee the operations of volunteer programs.

12Maintain the confidence of the Board, staff and community.

SELECTION CRITERIA

Applicants are requested to write a maximum of 500 words per criteria.

Selection Criteria:

  1. Provide evidence of delivering successful community outcomes in the area of Aboriginal and Torres Strait Islander issues and demonstrate awareness of the proposed role and function of the Aboriginal Justice Centre.
  1. Demonstrated conceptual, analytical, research, problem solving and strategic management skills to manage and develop policy and programs to achieve the objects of the Association.
  1. Demonstrated organisational, project and people management skills including managing financial resources, managing workflows, staffing and performance management, developing teamwork, providing leadership and creating a professional organisational culture.
  1. Demonstrate highly developed communication skills, both oral and written, including representational, liaison, conflict resolution and negotiation abilities.
  1. Proven ability and/or experience to work with a Board of Management, manage the operations of the organisation and oversee case managers or program officers that implement programs with ‘at risk’ or multiple needs individuals and groups.
  1. Model the principles of equity, natural justice, empowerment and workplace diversity. Implement OHS principles and manage risk.

Desirable Criteria:

  1. Tertiary qualifications in a relevant area such as law, welfare, behavioural or social sciences, community development or any other area that demonstrates high level competencies to meet the objects of the Association.
  1. An understanding of the criminal justice legal framework and prevention programs and the ability to consult quickly with stakeholders to learn about the issues affecting Aboriginal and Torres Strait Islander people in the ACT.

Other Requirements:

  • This is an Aboriginal and Torres Strait Islander identified position.
  • Given the nature of the position, the successful candidate will be required to undergo a criminal history check.

Remuneration

An employment contract will be negotiated for the position. The Aboriginal Justice Centre has Public Benevolent Institutional status from the Australian Tax Office. Salary packaging is available given this status and information regarding salaries and Public Benevolent Institutions can be obtained at

Interview Panel

An independent interview panel will comprise a minimum of 3 independent persons being:

  • A member of the AJC Inc Board
  • A person employed at a similar level in the community sector
  • A person representing the funding provider or their nominee

The new ACT Aboriginal Justice Centre (AJC) is seeking a dynamic Aboriginal or Torres Strait Islander CEO to manage and lead its development and operations to achieve the Association’s strategic goals.
