Job Description

Reporting to the Supervisor, Assessment Review & Analysis Unit, this position is responsible for assisting in the audit/review of the annual assessment roll for the City of Toronto aimed at verifying and ensuring the quality of the assessment data which protects and enhances the City’s revenues.

·  Performs data collection, verification, analysis, statistical and technical property assessment work to determine the valuation of all types of real property using the cost, comparative, and income approaches for taxation and other related purposes

·  Takes corrective actions by launching assessment appeals when necessary, and prepares financial impacts/reports/briefing notes/correspondence for Senior Management, Agencies, Boards, Commissions and/or Council

·  Inspects property to determine location, use, type of construction, condition, functional design, takes measurements and pictures. Obtains information from Departments and outside sources regarding planned use, zoning by-law restrictions and costs

·  Reviews and prepares Statements of Issues, collects and prepares documentation to support City’s position, prepares Statements of Response

·  Appears as an expert witness when required before the Assessment Review Board and the Payment of Lieu Dispute Advisory Panel

·  Represents the City in negotiating settlements related to assessment matters and provides recommended solutions/decisions for consideration of Senior Management. Drafts and reviews Minutes of Settlement, when appropriate

·  Conducts assessment/appraisal research and financial analysis, to identify issues, highlight trends/areas of concern, develops financial models to assess impacts, recommends solutions. Prepares reports identifying issues and recommendations for Senior Management, and Council

·  Calculates the financial impact and assesses the City’s exposure with respect to various appeals or potential appeals

·  Identifies the City's assessment growth market trends, errors and anomalies and liaises with MPAC to confirm actual growth for the assessment base, and prepares/monitors quarterly reports on forecasted assessment growth/loss

·  Engages internal/external stakeholders in goal setting aimed at achieving MPAC, City and/or divisional objectives and tracks performance accordingly

·  Leads/participates in work projects including corporate capital projects and delegates tasks and responsibilities to junior staff and/or consultants assigned to the specific projects

·  Participates in the development of goals, objectives and performance standards. Drafts and revises related program plans, policies and procedures

·  Prepares business cases, identifies system requirements and conducts necessary testing to ensure optimum automation and operating efficiency

·  Leads and co-ordinates staff training/development, prepares policy statements and facilitates in-service training

·  Reviews all divisional policies, processes, procedures and systems; evaluates exposure to risk; reports on findings; and recommends and/or develops improved/enhanced internal controls

·  Monitors and evaluates the effectiveness of procedures on a regular basis; reports on findings; recommends and participates in the implementation of improved procedures

·  Responds to inquiries or other issues escalated beyond the scope of front line staff ensuring a prompt, courteous reply, including appropriate action and follow-up

·  Negotiates and liaises with other sections within Revenue Services, City’s divisions (including Planning, Building, Legal, Facilities & Real Estate, Survey & Mapping, etc.), provincial governments, MPAC, school boards, and other municipalities, as required

·  Leads the Corporate review of information flow to and from MPAC so as to ensure the timely delivery of supplementary/omitted revenues. Identifies and implements process improvements, as required including implementing new systems

·  Evaluates policy alternatives, and prepares cost/benefit analyses and business cases for corporate and/or various divisional initiatives

·  Documents internal processes and workflows, prepares & maintains procedural manuals, flowcharts and other documentation related to property valuation

·  Consults and negotiates with the Municipal Property Assessment Corporation, internal/external stakeholder groups, in the development and recommendation of new policies and procedures, new regulations or legislative changes

·  Evaluates responses to RFPs and negotiates service contracts with service providers following the awarding of an RFP (e.g. service contracts for assessment appraisal services, etc.)

·  Facilitates stakeholder meetings and leads debates and discussions (e.g. Appeal Settlements, policy development sessions with the public, etc.)

Key Qualifications:

Your application must describe your qualifications as they relate to:

1.  Considerable experience in preparing property assessments and evaluating appraisals for various types of real estate including but not limited to Commercial / Industrial properties (preferably large properties).

2.  Considerable experience in research, analysis and interpretation of data.

3.  Considerable experience with MS Office (e.g. Access, PowerPoint, Excel and Word).

You must also have:

·  Advanced knowledge of the City of Toronto Act, Assessment Act and other related legislation and regulations.

·  Advanced knowledge of the real estate practices, principles, property valuation and use of recognized methods of land and building valuations in and around the City of Toronto or other major cities in Canada.

·  Ability to prioritize multiple projects, work with cross-functional teams, set clear directions and design terms of reference and project plans.

·  Advanced knowledge of Zoning Bylaws, Official Plan, Planning Act, and Planning processes and changes.

·  Ability to analyze large sets of data with analytical tools such as Crystal/InfoMaker/SAS/SPSS etc.

·  Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.

·  Strong analytical and organizational skills with the ability to work with large databases and prepare reports.

·  Independent judgment and discretion in dealing with confidential matters and to perform multiple tasks with minimum supervision.

·  Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, councillors, the public, and other external contacts in an efficient, discreet and diplomatic manner.

·  Familiarity with government legislation in the area of Occupational Health and Safety.

·  Appraisal/assessment qualifications and/or professional accreditation in a recognized Appraisal/Assessment Institute or Appraisal Association would be an asset.
