Jean Chenoweth is Senior Vice President, Center for Performance Improvement of Thomson Healthcare. She has been involved nationally and internationally in the development and use of health care information for improvement of hospital performance for over 30 years.Most recently, Ms. Chenoweth has led research on development of a national balanced scorecard for hospitals and identification of associated best practices in leadership, clinical quality, operations and business practices in hospitals for the past 14 years. Ms. Chenoweth has often worked collaboratively with academic and research institutions and other organizations, to objectively measure hospital-wide performance, including:

  • effectiveness of culture of performance improvement
  • organizational alignment
  • outcomes of management execution and clinical execution
  • impact of governance and leadership on high performance and improvement

She also directs the 100 Top Hospitals: Benchmarks for Success and the 100 TopHospitals: Performance Improvement Leadership programs, which annually recognize hospitals and management teams for long-term organization-wide performance.Ms. Chenoweth is known nationally and internationally as an industry expert, was named to Modern Healthcare’s 100 Most Powerful people list and is a frequent speaker on leadership in high performing organizations.

Prior to joining Thomson Healthcare, Ms. Chenoweth held the following positions:

Senior Vice President, HCIA (1991 – 2001)

Led development of the 100 Top Hospitals: Benchmarks for Success study and the 100 Top Hospitals Clinical Research Network from inception in 1993. She grew the content and the visibility of the 100 Top Hospitals to become a valid tool for Board use in measuring impact of leadership and the company’s most visible national brand. She also developed the 100 Top Clinical Research Network and led best practices research on top performing hospitals. During her tenure with HCIA, she also served in the capacity of Sr. Vice President, Investor Relations, Sr. Vice President of Publications, Sr. Vice President, Business Development over 10 years.

President, Commission on Professional and Hospitals Activities (CPHA) and its successor, Healthcare Knowledge Resources (HKR) in Ann Arbor, Michigan 1981-1991

Under Ms. Chenoweth’s leadership, CPHA, a not-for profit international company and the world’s largest discharge abstract (PAS) and health information classification company, achieved the following milestones:

  • Introduced the first computerized medical record abstracting system (PAS+)
  • Developed the first computerized encoding system for ICD-9-CM
  • Developed, in conjunction with YaleUniversity, the testing procedures and quality control for national introduction of DRG’s
  • Developed the first standardized classification for transaction data, the International Classification of Clinical Services (ICCS codes), to assist hospitals in reviewing and understanding actual clinical treatment and resource usage by disease in American hospitals
  • Built the first detailed clinical transaction database for comparison of clinical practices in community and teaching hospitals in the United States and Canada
  • Increased the accuracy of risk-adjusted tools through development of the Risk-Adjusted Mortality, Complications, and Re-admissions Indices for public use
  • Developed the Department of Defense Civilian Quality Review collection and reporting systems to provide civilian oversight of the quality of care in military hospitals around the world
  • Initiated a partnership with the King’s Fund, London, England and the Royal Colleges of Physicians and Surgeons to form CHKS, Ltd, a company providing the first clinical and management services and data comparisons for improvement of hospital performance in the United Kingdom
  • Partnered with the King’s Fund, London, England and the RoyalColleges to form CHKS Ltd, a company providing the first comparative clinical and management performance improvement data bases and services for hospital trusts throughout the United Kingdom.
  • Restructured CPHA to facilitate investor capital for growth and to meet competitive challenges. CPHA was divided into the for-profit Health Care Knowledge Resources ($18 million in annual revenue) and a smaller CPHA not-for-profit to support research.

Senior Vice President, Hospital Association of New YorkState, Albany, New York 1976-1981

Led Management and Planning Services, an 80 person hospital consulting firm and data company, serving New York, Connecticut and New Hampshire and achieved the following:

  • Grew consulting revenue from $2 million to $10 million in three years, providing services in hospital finance, clinical improvement, strategic planning, management engineering, energy conservation
  • Developed and maintained RMS, the premier national management engineering measurement system used by major US, Canadian and Australian healthcare consulting firms
  • Expanded data abstract client base from 43 to over 200 hospitals.
  • Member, NYS SPARCS Database Development Commission
  • Representative to NationalCenter for Health Statistics (NCHS) and Health Care Financing Administration (HCFA) on all clinical data matters.

She has served as President of the American Association of Healthcare Data Systems and on a variety of AHA, HCFA, and NCHA advisory committees during her career.

Ms. Chenoweth is a graduate of Northwestern University, Evanston, Illinois(Psychology) and the University of Illinois at the MedicalCenter, Chicago, Illinois (Health Information Management).
