The House met at 10:00 A.M in the Jammu and Kashmir Legislative Assembly Hall, Jammu.

Shri Kavinder Gupta, Hon’ble Speaker in the Chair.

At the commencement of the day’s proceedings, all the Hon’ble members belonging to opposition Parties stood up from their seats and drew the attention of the Chair towards the present situation at International Border and LOC in the various areas of Jammu region and requested the chair to nominate some MLAs of different parties to visit those areas and assess the damage caused due to cross border shelling there. The Hon’ble Speaker tried to pacify the agitated members and requested them to resume their respective seats but Hon’ble Members of Congress party while shouting slogans came into the well of the House and continued their protest followed by a walkout from the House in protest. While intervening Mr. Abdul Rehman Veeri, Hon’ble Minister for Revenue, Parliamentary Affairs, Haj and Auqaf requested the agitating Member’s to raise their issues one by one enabling the Government to respondin this behalf properly. In the meantime, Hon’ble Member, Mr. Ali Mohammad Sagar (NC) supported by all Hon’ble Members of his party raised an issue of alleged harassment of people by the Government Forces in the Valley in view of the Republic Day and sought a statement from the Government in this regard. The Hon’ble Speaker repeatedly requested the agitating members to take their seats but they did not agree and all the Hon’ble Members of National Conference except Hon’ble Member, Mian Altaf Ahmad staged a walkout from the House in protest. In the meanwhile, Hon’ble Member, Shri Satpaul Sharma(BJP) also drew the attention of the Chair towards the present situation in border areas of Jammu Division where some civilian, Security Forces and livestock were killed due to cross border shelling. He further stated that the Pak forces are targeting the civilian areas and demanded that a resolution should be passed unanimously in the House to condemn such an inhuman act.

STARRED QUESTIONS

Out of 22 Starred Questions set down in the Question List, only 07 Questions were called and orally answered. 18 Supplementary Questions were raised and answers given.

Note: -At this stage Hon’ble Member, Mr. Vikar Rasool Wani(INC) staged a walkout from the House in protest as he requested the Chair to take up his Question pertaining to Tourism Department enlisted in Day’s Question List in a clubbed form but was not allowed by the Chair.

Note: - At this stage, Mr. Abdul Rehman Veeri, Hon’ble Minister for Revenue, Parliamentary Affairs, Haj & Auqaf read out a statement regarding handing over the case related to murder of a minor girl at Kathua to Crime Branch for probe.

SYED MOHAMMAD ALTAF BUKHARI, HON’BLE MINISTER FOR EDUCATION moved the following demands: -

That a sum not exceeding Rs.773537.50 lakh be granted to Government to defray the charges which will come in course of payment during the year ending 31st March, 2019 in respect of 2202-General Education, 2204-Sports and Youth Services,4202-Capital Outlay on Education, Sports, Art and Culture
