Minutes from the Meeteetse Town Council meeting held on December 9, 2015.

Mayor J. W. Yetter called the meeting to order at 7:00 p.m.

Mayor J. W. Yetter led the Council and audience in the Pledge of Allegiance.

Present: J.W. Yetter, Mayor; Sharon Fech, Councilwoman; Sheridan Trask, Councilwoman; James D. Yockey, Councilman; Luke Taylor, Councilman; Angela R. Johnson, Clerk Treasurer; Ronee Hogg, Deputy Clerk; Shawn Christopherson, Public Works Director, and Craig Geving, Public Works Asst.

Others Present: Undersheriff Ehlers, County Commissioner Hall, and Deputy Sheriff Wagers, Timber Tuckness and Leonard Davis.

Mayor Yetter informed the meeting attendees that the Regular Council meeting would be held until 8:00 pm at which time the Annexation Public Hearing for 829 Water Street would be held.

Councilman Yockey made a motion to approve the minutes of November 4, 2015, seconded by Councilman Taylor. All voted aye, motion carried.

Councilman Yockey made a motion to approve the Financial Statement for November 30, 2015, seconded by Councilwoman Fech. All voted aye, motion carried.

ADDITIONS TO THE AGENDA

a.  Councilwoman Fech would like to add Caliber Cleaning to the list of 2016 Business License under 13a.

Councilman Yockey made a motion to adopt the amended agenda, seconded by Councilwoman Fech. Councilman Yockey, Councilman Taylor, and Councilwoman Fech voted aye, Councilwoman Trask abstained, motion carried.

CITIZENS, DELEGATIONS, PETITIONS, & COMPLAINTS:

COMMITTEE REPORTS:

a.  Emergency Management- No Report.

b.  Garbage Collection-Shawn stated everything is good. Craig has been driving the garbage truck and learning the route and operation of the truck. Shawn will be looking into purchasing cross links or another set of tire chains.

c.  MeeteetseVisitors Center – No Representative Present.

d.  MCFJPB – Clerk Treasurer Johnson reported that all is going good the UV System still needs repaired and the board is working to resolve this.

e.  Park County Travel- No Representative Present.

f.  Police Report- Deputy Wager stated it has been quiet and there was nothing to report.

g.  Recreation- Councilwoman Trask stated everything is going well.

h.  Recycling- Shawn stated that everything is full. They will take a trip to Powell tomorrow and another trip next week. Powell Valley Recycling may be reorganizing.

i.  Safety- Shawn reported that everything is good. Mayor Yetter stated that OSHA is considering seriously increasing fine for infractions and he has had Shawn contact OSHA to get involved with inspections.

j.  Sewer- Shawn reported that everything is good and flows are down.

k.  Strategic Planning Committee- Mayor Yetter reported that the committee will meet on December 15th at 6:30 to pursue the basics of setting up a 509 corporation endowment for the Town of Meeteetse is moving forward in the formation of a 509 organization.

l.  Streets & Alleys- Shawn reported that everything is good.

m. Water- Report-Shawn reported that everything is good. They have reviewed the equipment and calibrated the turbidometer and concentrated on preventative maintenance.

PLANNING & ZONING COMMISSION:

OLD BUSINESS:

a.  Meeteetse Mercantile- Councilman Yockey stated he has sent Mr. Ochsner an email about the Meeteetse Mercantile and has received no response.

Councilman Yockey made a motion to adopt ORDINANCE 2015-02, AMENDMENT TO GAS FRANCHISE-AN ORDINANCE ACCEPTING AN AMENDMENT TO ORDINANCE NO. 112 OF THE TOWN OF MEETEETSE TO THE ASSIGNMENT AND AMENDMENT OF THE FRANCHISE FOR THE CONSTRUCTION, MAINTENANCE AND OPERATION OF A GAS DISTRIBUTION PLANT OR SYSTEM IN THE TOWN OF MEETEETSE, PARK COUNTY, WYOMING FROM ENERGY WEST, INC. TO BLACK HILLS ENERGY AND FIXING AND PRESCRIBING THE CONDITIONS AND TERMS OF SAID AGREEMENT on the third and final reading, seconded by Councilwoman Fech. All voted aye, motion carried.

Councilwoman Fech made a motion to approve the Amended Emergency Operations Plan, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to approve $500.00 support for the WAM 2016 Region III Convention to be held in Cody in June 2016, seconded by Councilman Yockey. All voted aye, motion carried.

Councilwoman Trask made a motion to approve the Meeteetse Fire District Retaining Wall Agreement Amendment, seconded by Councilman Yockey. All vote aye, motion carried.

Councilman Yockey made a motion to set a policy in the case that more than one tenant is served by the same utility service that the Landowner must have utility service in their name, seconded by Councilwoman Fech. All voted aye, motion carried.

2014-2015 Audit Report- Mayor and Council reviewed the 2014-2015 Audit Report. Mayor Yetter stated that the items listed have been adequately addressed.

Councilman Yockey made a motion to approve James Gores & Associates Standard Agreement for Professional Services for the Water System Improvements Preliminary Engineering Report for RUS with a fee estimated between $6600.00 and $7900.00, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilman Yockey made a motion to grant the Vendor Licenses: Mona Wilson, Leona Smith, Mandy Venable, Brenda Eden, Janette Mumm, Sarah Mumm, Janet Erickson, Maria Berchtold, seconded by Councilwoman Trask. All voted aye, motion carried.

MOTION 12:09:15:13

Councilman Yockey made a motion to grant the following Building Permits: J. Clause-Garage, Meeteetse Fire District- Retaining Wall, Storm Sewer, Dirt Work, contingent the J. Clause does not build his garage on top of the sewer line, seconded by Councilwoman Fech. All voted aye, motion carried.

Councilwoman Trask made a motion to grant the following Contractors Agreements: Big Horn Roofing, Bar T Electric, seconded by Councilman Yockey. All voted aye, motion carried.
