To provide a draft liaison statement to WP 4A as the responsible group to provide appropriate input on Fixed Service characteristics and modeling for this agenda item.

General Discussion

The United States believes that WRC-15 Agenda Item 1.8 is an important item and a significant amount of work is required to perform the required studies to facilitate ESV’s.

To address this need, and the short time period for required studies and development of required CPM text, the United States has provided a draft Liaison Statement to WP 4A to facilitate their work as the responsible group. The United States has provided a draft liaison statement in the Attachment.

As a contributing group, WP 5C needs to provide required technical and operational characteristics and modeling input to WP 4A to ensure that required work for this agenda item is accomplished prior to WRC-15.

Proposal

The United States would request that WP 5C take the draft liaison statement to WP 4A, and the information found in it, as a baseline for discussions in providing WP 4A the needed fixed service information as a contributing group on WRC-15 Agenda Item 1.8.

Liaison statement to Working Party 4A
Fixed service characteristics, protection criteria and modelling for WRC-15 Agenda Item 1.8

As a contributing group for WRC-15 Agenda Item 1.8, WP 5C would like to provide WP 4A with as much of the necessary information needed to carry out sharing studies between the existing primary fixed service and the ESV allocations as they are reviewed. WP 5C will of course provide any further information or clarifications sought by WP 4A as requested. New studies should only be performed if sufficient change is made to the technical parameters of the ESV. WP 5C looks forward to working with WP 4A to make this determination.

Fixed Service Characteristics

ITU-R Recommendation F.758 contains the appropriate fixed service characteristics for sharing studies between fixed service and ESV systems for technical/regulatory changes. WP 5C would request that compatibility should be established with the example systems found in these recommendations to determine the viability of any changes in allocation in fixed service bands.

Protection Criteria

Recommendations ITU-R F.758 and F.1565provide appropriate protection criteria for fixed systems.

Modelling

The modeling used in previous studies to determine compatibility with FS systems is appropriate to examine any impact based on technical/regulatory changes sought for ESV systems.
