Endorsing an Inclusion Support (IS) Case

For Inclusion Professionals

This task card is to support Inclusion Professionals (IP) use the Inclusion Support Portal (IS Portal) when endorsing an IS Case.

Support for the IS Portal can also be found in the ISP User Guide and IS Portal Frequently Asked Questions, published on the Inclusion Support Portal information page of the department’s website.

The Inclusion Agency (IA) must provide an endorsement decision on the IS Case before submitting the case to the Inclusion Development Fund Manager (IDFM) for assessment.

Before providing the endorsement decision on the IS Case, the IA must complete a review of the Service Profile and the Inclusion Profile for the relevant care environment on the SIP (see IS Portal Task Card – Reviewing a Strategic Inclusion Plan).

The endorsement and notes from the IA will be considered as part of the IDFM’s assessment of the IS Case.

1.Search for an IS Case

  1. Select ‘All Inclusion Support Cases’.

  1. You can find the IS Case by applying a filter or by searching a particular IS Case.
  2. To apply the filter select ‘Submit for Endorsement’ and select ‘Apply filter’. This will return all ISCases is a status of ‘Submit for Endorsement’.
  3. To search for the IS Case, select ‘Search all Inclusion Support Cases’.When searching, you can enter any known information and select ‘Run search’. Otherwise, leave all information blank and select ‘Run search’.

2. View the IS Case

  1. When you locate the IS Case to be endorsed, select ‘More actions’ and ‘View case’.

3. Check if the child or children are associated to any other IS Cases

IPs must check if a child is appearing on more than one IS Case to ensure Inclusion Development Fund (IDF) support is not duplicated.

  1. On the summary page of the IS Case, select the ‘Children and Enrolments’ tile.

  1. If more than one child is listed, select the child you wish to view. Select ‘More Actions’and ‘View details’.

  1. On the child page, view the Cases drop down by selecting ‘Show’.

  1. This will show all IS Cases that child is associated to. You must check any current IS Cases to ensure there is no overlap in IDF Funding.
  2. If the child is on an Approved case which overlaps the approval period for the case being considered, the Inclusion Professional (IP) should check the days the child attends.
  3. If there is overlap, what may have occurred is the child has left the first service, but the service is yet to report a change of circumstances. The IP should contact the service (or IP responsible for the service) to determine if a change of circumstances application or Final Review Form is required.
  4. The IP can notify the IDFM of the action taken to resolve this overlap in the Endorsement notes.


4. Complete the endorsement of the IS Case

Use the IA Checklist for Endorsement of a Case available on the IDFM website to ensure the IS Case is complete before entering your endorsement decision.

  1. This page provides a summary of the case details. To complete your Endorsement, select the ‘Endorsement’ tile.
  1. This page provides a summary of the entire IS Case, including information populated from the SIP such as the barriers and strategies.
  2. To complete your endorsement, select ‘Enter assessment outcome’.

The IP may seek additional information from the ECCC service. This may occur through adding a ‘Service Action Required’ note to the IS Case outlining the additional required information. The service will receive notification to log into the IS Portal to view the note and provide the information required. The IS Case is required to be resubmitted for IP endorsement, however the IP will monitor IS Cases previously assessed and prioritise when the IS Case is resubmitted. These can be monitored through selecting the ‘urgent cases resubmitted by service’ and ‘resubmitted by service’ filters.

  1. Complete your endorsement.
  2. If the IS Case needs to be returned to the service for additional information, complete ‘Comments for Service Provider’ and select ‘Return case to service provider’.Select ‘Save and return to case’.
  3. If the IS Case does not need to be returned to the service provider, enter ‘Reason for decision’.
  4. Set the case urgency. For IDF for Immediate/Time Limited, this should be ‘urgent’, for all other case types, you should select ‘routine’. Some exceptions may be made to accept urgent applications for OSHC services prior to vacation care periods. This will be communicated from the IDFM.
  5. Select your endorsement decision. If you enter ‘Not endorsed’, the IS Case will still be submitted to the IDFM for assessment.
  6. Select ‘Submit endorsement decision’.
