I.12 bAdditional Terms and Conditions, Rolling 12-month fuel usage limitations

These terms shall be used to restrict fuel usage in a Title V, PSD or non-attainment, FESOP, or synthetic minor permit, where a daily or monthly rolling limitation is required:

XXXX1 -specify the allowable rolling fuel usage limitation, e.g.: xx cubic feet, xx gallons, or xx tons

XXXX2 - specify whether the limitation is based on a365-day or 12-month summation

Use this term to restrict the rolling 365-day or 12-month natural gas usage:

  1. The maximum annual natural gas usage for this emissions unit shall not exceed [XXXX1] cubic feet, based upon a rolling, [XXXX2] summation of natural gas usage.

Use this term to restrict the rolling 365-day or 12-month fuel oil usage(can replace fuel oil with diesel oil, used oil, etc.):

  1. The maximum annual fuel oil usage for this emissions unit shall not exceed [XXXX1] gallons, based upon a rolling, [XXXX2] summation of fuel oil usage.

Use this term to restrict the rolling 365-day or 12-month coal usage:

  1. The maximum annual coal usage rate for this emissions unit shall not exceed [XXXX1] tons, based upon a rolling, [XXXX2] summation of coal usage.

I.12.cAdditional Terms and Conditions, Annual fuel usage limitations based upon rolling, 365-day and 12-month summations, where additional limitations are needed during the first 12 calendar months of operation or during the first 12 calendar months following issuance of the permit

This term and condition is used to restrict the potential to emit during the first 12 months of operation through fuel usage restrictions. The first 12 months of operation must be monitored whenever a new source is being installed. This term should be used when a facility can agree to the fuel usage limitations and can qualify for the additional flexibility allowed by rolling limitations.

Replace the XXXXs with the following:

XXXX1 - specify the type of fuel, e.g.: natural gas, fuel oil, used oil, coal

XXXX2 - specify the allowable annual limitation, e.g.: xxcubic feet, xx gallons, or xx tons

XXXX3 - specify whether the limitation is based on a365-day or 12-month summation

XXXX4 - depending upon the type of summation, specify: daily or monthly

XXXX5 -for each month, specify the maximum allowable cumulative fuel usage, e.g.: xx cubic feet, xxgallons, orxx tons (in many cases this number is XXXX2 / 12)

  1. The maximum [XXXX1] usage for this emissions unit shall not exceed [XXXX2] per year, based upon a rolling, [XXXX3] summation of the [XXXX4] fuel usage.
  2. To ensure enforceability during the first 12 calendar months of operation or the first 12 calendar months following the issuance of this permit, the permittee shall not exceed the fuel usage levels specified in the following table:

After the first 12 calendar months of operation or the first 12 calendar months following the issuance of this permit, compliance with the annual fuel usage limitation for [XXXX1] shall be based upon a rolling, [XXXX3] summation of the [XXXX4] emissions.

I.12 eReporting Requirements for an exceedance of a 12-month rolling fuel usage restriction

XXXX1 - specify whether the limitation is based on a365-day or 12-monthsummation

For natural gas:

(2)The permittee shall submit quarterly deviation (excursion) reports that identify all exceedances of the rolling, [XXXX1] natural gas usage limitation for this emissions unit. These reports are due by the date described in Part 1 General Terms and Conditions of this permit.

For fuel oils (can replace fuel oil with diesel oil, used oil, etc.):

(3)The permittee shall submit quarterly deviation (excursion) reports that identify all exceedances of the rolling, [XXXX1] fuel oil usage limitation for this emissions unit. These reports are due by the date described in Part 1 General Terms and Conditions of this permit.

For coal:

(4)The permittee shall submit quarterly deviation (excursion) reports that identify all exceedances of the rolling, [XXXX1] coal usage limitation for this emissions unit. These reports are due by the date described in Part 1 General Terms and Conditions of this permit.

I.12 fReporting Requirements for an exceedance during the first 12-months of operation and any rolling 12-months following the first 12 months

Replace the XXXXs with the following:

XXXX1: specify the fuel being restricted, e.g.: natural gas, fuel oil, used oil, coal

XXXX2: specify whether the limitation is based on a 365-day or 12-monthsummation

(5)The permittee shall submit quarterly deviation (excursion) reports that identify all exceedances of the rolling [XXXX2] [XXXX1] usage limitations and/or limitations established for the first 12 calendar months of operation following issuance of this permit. These reports are due by the date described in Part 1 General Terms and Conditions of this permit.
