IR Framework - Stage 2 Disagreement – Ely DO

An agreement could not be reached regarding the deployment of the above 08/09 Business projects aimed at maximising the 2008 Pay & Modernisation agreement. The views of both parties are listed below.

It is Royal Mail’s opinion the work from Firms 2 can be removed and all elements of work absorbed within other duties without detriment to the existing levels of service.
Robust testing has been deployed to confirm our opinion and this is supported by documented results. Frontline staff have been used to sense check our assumptions and there has been no substantial evidence that by working to the required standards the proposals would fail.
There has been an average traffic reduction within the unit of 5.39% in 08/09 but over the last 7 weeks this decline has increased to 12.13%
Net Saving = 40 hours
WILBURTON (SPDO) 2
It is Royal Mail’s opinion the work from Wilburton 2 can be removed and all elements of work absorbed within Wilburton 1, Lt Thetford and Wentworth RP duties without detriment to the existing levels of service.
Robust testing has been deployed to confirm our opinion and this is supported by documented results. Frontline staff have been used to sense check our assumptions and there has been no substantial evidence that by working to the required standards the proposals would fail. New Delivery method equipment has been deployed to improve efficiency both within the SPDO and whilst out on the street.
There has been an average traffic reduction within the unit of 5.39% in 08/09 but over the last 7 weeks this decline has increased to 12.13%
Net Saving = 23 hours
SUTTON 4
As a consequence of the displacement of the Pt Time OPG at Wilburton the existing 24 hours regular overtime will be lost to the unit. However, it is Royal Mail’s opinion that an average earnings potential would be maintained within the unit as there are still a number of unsigned SA’s within the unit (SA resign ongoing) and managers performing uncovered absence duties.
Also, there proposals on the table offering SA’s as part of the night closure programme.
Net Saving = 24 overtime hours / The CWU provided a viable counter proposal that would have been operationally sound.
It is our view that both firm’s duty needs to remain as part of the duty establishment.
The counter proposal identified a saving of 47 hours.
This proposal would have seen an exchange of work with additional tasks being placed into the firm’s duty 2.
This involved work moving from the Wentworth OMV duty i.e Sedgeway Park and Witchford Road Ely.
It is our opinion that the CWU plan would not place Q of S at risk.
