Iowa State Campus Scouts Constitution

Article 1 Name:

The name of this organization shall be Iowa State Campus Scouts.

Article 2 Purpose & Goals:

Section 1:

Iowa State Campus Scouts is a volunteer branch of the Girl Scouts of the United States of America program. The goal of Iowa State Campus Scouts is to volunteer within the community and thereby encourage young men and women to explore new ideas by participating in activities organized and facilitated by Campus Scouts. In addition activities specifically for Iowa State Campus Scouts will be held to create fellowship within the group itself.

Section 2:

Iowa State Campus Scouts abides by and supports established Iowa State University policies, State and Federal Laws.

Article 3 Membership:

Membership shall be open to all registered students, faculty, and staff at Iowa State University and to partners/spouses of aforementioned.

Members must be willing and eligible to apply for membership within the Girl Scouts of the United States of America program. All members must be registered within the Girl Scouts of the United States of America program and fill out a volunteer registration form provided by the local Girl Scouts of the United States of America council.

Article 4 Officers:

The officers of this organization must meet the following requirements:

a)Have a minimum cumulative grade point averageti (GPA) as stated below and meet that minimum GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For undergraduate students, the minimum cumulative GPA is 2.00. In order for this provision tobe met, at least six hours (half-time credits) must have been taken for the semester under consideration.

b)Be in good standing with the university and be enrolled: at least half time (six or more credit hours), if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, and at least half time (four or more credits), if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office.

c)Be ineligible to hold an office should the student fail to maintain the requirements as prescribed in (a) and (b).

All officers of the organization must be Iowa State University students. All non-members, non-Iowa State Students, faculty and staff may participate in activities, but may not vote in elections.

The duties of officers shall be as follows:

1. President

  • Preside over meetings
  • Represent organization on campus
  • Ensure that the organization is operating in conformity with the standards set forth by Iowa State University and Student Activities Center
  • Maintain communication with organization adviser
  • Work with Vice-President in scheduling meetings/events with appropriate University offices.
  • Volunteer coordinator

2. Vice-President

  • Preside over meetings in the absence of the President
  • Aid in the scheduling of meetings/events with appropriate University offices
  • Checks in with other officers

3. Secretary

  • Maintain an accurate record of all organization meetings
  • Post/E-mail meeting minutes to all members
  • Maintain up to date list of members
  • Correspond when necessary with University administration and other recognized organizations

4. Treasurer

  • Maintain accurate record of organization transactions
  • Collect dues when required
  • Arrange fundraising opportunities if needed
  • Work with Girl Scout Council representative on budget and financing

5. Adviser

  • Maintain communication and meet with officers regularly
  • Awareness and approval of financial expenditures
  • Ensure that the organization is operating in conformity with the standards set forth by Iowa State University and Student Activities Center

6. Social Chair/Public Relations

  • Position may be shared between two members
  • Coordinate organization promotion and publicity of events
  • Work with community organizations to find and organize volunteer opportunities
  • Aid in the recruitment of new members

Election of office:

Election of officers will require a majority vote from general membership present at time of election. If a candidate fails to receive a majority of votes, a run off election will be held within the top two candidates that receive the most votes. All officers must meet academic requirements stated above. Elections will take place in late April or early May at the last meeting of the academic year. In the event an officer graduates or is unable to hold their office and there is not a scheduled election within one month of their leaving office, special elections will be held at the next scheduled meeting using the above voting procedure.

The advisor position will be open for the new term (each year), first to the current advisor, if that advisor will be a continuing faculty member at Iowa State. Should this person decline the position, or be leaving Iowa State, a new advisor will be voted on by members at the same time as other officers.

Term of office:

The term of office will be one full year (May to May). All officers shall comprise the Executive Committee of the organization. The Executive Committee shall meet in addition to regular organization meetings as needed. The Executive Committee shall appoint such committees that are needed to carry out organization goals.

Officer/Adviser Removal:

Officers may be removed from office by 1/2 vote of other officers and ¾ vote of the general membership if actions are deemed inappropriate by the membership. The officer is permitted to speak before the Executive Committee and the general membership about the charges made concerning her/his performance. The officer is not permitted to participate in the deliberation of the Executive Committee regarding the charges.

Article 5 Finances:

All monies belonging to this organization shall be deposited and disbursed through a bank account established for this organization at the Campus Organizations Accounting Office and/or approved institution/office (must receive authorization via Campus Organizations Accounting Office). All funds must be deposited within 24 hours after collection. The Adviser to this organization must approve and sign each expenditure before payment.

Additional funds maintained by Girl Scouts of Greater Iowa Council will be approved for distribution by council representative.

Dues for this organization will be no higher than the standard registration fee for Adult membership within the Girl Scouts of the United States of America program. The cap for registration fees is $20.00.

Article 6 Amendments & Ratification

Amendments to this constitution must be submitted in writing at regular meeting of the organization. Said amendment(s) will be voted on at subsequent meeting. In order to adopt the amendment, a vote of 2/3 of the general membership is necessary. Amended constitution will be submitted within 10 days to Student Activities Center for approval.

This constitution shall become effective upon approval by a ¾ vote of the membership.
