INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

“PUBLIC BIDDING OF THE PROCUREMENT OF SPORTS UTILITY VEHICLE

FOR THE OFFICE OF THE OMBUDSMAN FOR THE VISAYAS”

1)  The OFFICE OF THE OMBUDSMAN FOR THE VISAYAS through its Bids and Awards Committee (BAC) intends to apply the sum of One Million Seven Hundred Thousand Pesos (Php1,700,000.00) being the Approved Budget for the Contract (ABC) to payment of the procurement of Sports Utility Vehicle for the Office of the Ombudsman for the Visayas [As per SAA No. 2013-05-29(Vis) CA dated 29 May 2013] ). Bids received in excess of the ABC shall be automatically rejected at the Opening of Bids.

2)  The OFFICE OF THE OMBUDSMAN FOR THE VISAYAS now invites bids for the supply and delivery of Sports Utility Vehicle for the Office of the Ombudsman for the Visayas. Delivery of goods is required within seven (7) calendar days upon issuance of the Notice of Award. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.

3)  Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass-fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184, otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders should be enrolled in the Electronic Filing and Payment System (eFPS) program of the Bureau of Internal Revenue (BIR) pursuant to Executive Order No. 398, RR-3-2005, and must be registered under the Philippine Government Electronic Procurement System (PhilGEPS).

4)  Interested bidders may obtain further information from the Office of the Ombudsman for the Visayas and inspect Bidding Documents at the address given below from 27 June 2013 to 19 July 2013, 8:00 A.M. to 5:00 P.M.

A complete set of Bidding Documents may be purchased by interested Bidders starting 27 June 2013 to 19 July 2013, from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Two Thousand Five Hundred Pesos only (Php2,500.00).

5)  The Office of the Ombudsman for the Visayas will hold a Pre-Bid Conference on 5 July 2013, 2:00 P.M. at the Hearing Room, 3rd Floor, Ombudsman Building, DA Comp., M. Velez, Guadalupe, Cebu City which shall be open only to all interested parties who have purchased the Bidding Documents.

6)  Bids and eligibility requirements must be delivered personally by the bidder to the BAC Secretariat on or before 19 July 2013, 1:30 P.M. All bids must be accompanied by a Bid Security in the form and in the amount prescribed in the ITB Clause. Late bids shall not be accepted.

Bid Opening shall be on 19 July 2013, 2:00 P.M. at the Hearing Room, 3rd Floor, Ombudsman Building, DA Comp., M. Velez, Guadalupe, Cebu City. Bids will be opened in the presence of the Bidder’s representatives who choose to attend the activity at the address stated below.

8)  The Office of the Ombudsman reserves the right to accept or reject any bid, annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
