The Land Use and Zoning Committee and Council Member Jones offer the following substitute to File No. 2003-1049:
ORDINANCE 2003-1049-E
AN ORDINANCE CONCERNING THE SOUTHWEST JACKSONVILLE VISION PLAN; APPROVING AND ADOPTING THE SOUTHWEST JACKSONVILLE VISION PLAN TO PROVIDE GUIDANCE CONCERNING ALL DEVELOPMENT AND REDEVELOPMENT WITHIN THE SOUTHWEST PLANNING DISTRICT (PLANNING DISTRICT 4); REQUIRING THAT ALL DEVELOPMENT AND REDEVELOPMENT WITHIN THE SOUTHWEST JACKSONVILLE PLANNING DISTRICT SHALL BE REVIEWED AGAINST GUIDANCE AND RECOMMENDATIONS IN THE SOUTHWEST JACKSONVILLE VISION PLAN; DELEGATING THE AUTHORITY TO INTERPRET THE SOUTHWEST JACKSONVILLE VISION PLAN TO THE DIRECTOR OF THE PLANNING AND DEVELOPMENT DEPARTMENT; PROVIDING AN EFFECTIVE DATE.
WHEREAS, Jacksonville is in the midst of cultural and economic growth evidenced by the addition of nearly 60,000 new jobs over the last seven years; and
WHEREAS, a key to maintaining and improving the quality of life that has attracted this growth is a balanced approach to development, although most of the current growth has occurred in the southern portion of the city, resulting in reduced transportation capacity; and
WHEREAS, economic development opportunities created by the ongoing redevelopment of the Cecil Commerce Center have the potential to encourage population and employment growth in the Southwest Planning District; and
WHEREAS, the City of Jacksonville’s 2010 Comprehensive Plan Future Land Use Element Policy 1.1.22 states, “The City will encourage new development to locate in the Urban Core, Southwest, North, and Northwest Planning Districts through such measures as economic incentives, greater marketing assistance, etc.”; and
WHEREAS, the City of Jacksonville’s 2010 Comprehensive Plan Future Land Use Element Policy 4.1.8 states, “The City shall continue to develop and maintain, with substantial public input, more detailed land use plans for the six planning districts in the City through the Planning and Development Department. Following adoption by the City Council, use these detailed plans to guide zoning decisions by the City”; and
WHEREAS, the City’s FY2003 Business Plan directs the Planning and Development Department to "Develop Vision Plans within 14 months for the North, Southwest and Northwest Planning Districts which encourage development that balances high, middle and affordable housing (i.e. Traditional Neighborhood Development (TND)) with mixed use / mixed income / mixed lot size and square footage, along with sidewalk placement”; and
WHEREAS, the City Council determined that additional focus on Southwest Jacksonville could result in planned growth and revitalization with positive outcomes for the residents of Southwest Jacksonville and for the rest of Jacksonville; and
WHEREAS, the City Council determined that a vision and master plan was needed to guide development and redevelopment within the Southwest Jacksonville area and initiated the planning process by funding the Southwest Jacksonville Vision Plan; and
WHEREAS, the Planning and Development Department, after a competitive process, entered into a contract with EDAW to work on the Southwest Jacksonville Vision Plan on behalf of the City; and
WHEREAS, after extensive guidance from a Steering Committee comprised of local elected officials, CPAC members and community leaders, agency representatives and staff from the Planning and Development Department and significant community involvement, EDAW prepared a Southwest Jacksonville Vision Plan; and
WHEREAS, the Steering Committee and the Planning and Development Department have commented on the Southwest Jacksonville Vision Plan and their comments have been incorporated into the final Plan; and
WHEREAS, representatives of the Urban Land Institute have reviewed the Southwest Jacksonville Vision Plan, toured the area and commented on its findings from their perspective as experienced planning practitioners elsewhere in the State of Florida and their comments have been incorporated into the final Plan; now, therefore
BE IT ORDAINED by the Council of the City of Jacksonville:
Section 1. Approval and Adoption of the Southwest Jacksonville Vision Plan. The Southwest Jacksonville Vision Plan is hereby approved and adopted to provide guidance concerning development and redevelopment within the boundaries of the Southwest Planning District (Planning District 4). A copy of the Southwest Jacksonville Vision Plan is on file in the Legislative Services Division.
Section 2. All Development and Redevelopment in Southwest Planning District Reviewed Against Guidance and Recommendations in the Southwest Jacksonville Vision Plan. All development and redevelopment within the Southwest Planning District will be reviewed against guidance and recommendations found in the Southwest Jacksonville Vision Plan. The recommendations of the Vision Plan are advisory only.
Section 3. Delegation of Authority to Interpret the Southwest Jacksonville Vision Plan and Approve Development and Redevelopment Projects to the Planning Director. The Council hereby delegates the responsibility and authority to interpret the Southwest Jacksonville Vision Plan and to approve development and redevelopment projects as described in Section 2 of this ordinance to the Director of Planning and Development.
Section 4. Effective Date. This ordinance shall become effective upon signature by the Mayor or upon becoming effective without the Mayor’s signature.
