(OC) Good evening, everyone. I'm Carole Simpson. President Bush will address the nation shortly in his first speech from the White House since the night the war in Iraq began. Tonight, the President faces growing criticism about his handling of the war against terrorism, its cost and the situation in Iraq. The President is expected to talk about all of this, as well as the fighting in Afghanistan and the conflict in the Middle East. ABC's Terry Moran joins us now from the White House. Terry, what does the President hope to achieve with his speech tonight?

(OC) Carole, this is going to be a tough speech tonight, another wartime address from a president who defines himself as a wartime President. Aides say Mr. Bush wants to change the tenor of the public discussion on postwar Iraq, and he wants to do that by arguing that success in Iraq is critical to success in the wider war on terrorism. He will say, in some excerpts we were handed a few minutes ago, he'll say, quote, "terrorists want to shake the will of the civilized world," and, quote, "Iraq is now the central front."

(VO) This afternoon, Mr. Bush took a break from preparing his speech to watch youngsters play baseball on the south lawn of the White House. The sunny scene contrasts sharply with his subject tonight. The violence in Iraq and the fitful reconstruction there will be his focus, according to Secretary of State Powell.

Are there still difficulties? Yes. Are terrorists trying to take advantage of this situation? Yes. Are we taking casualties? Regrettably, yes, but we're going to stay the course.

(VO) Aides say the president will speak directly to US allies, asking for more support and saying he is willing to move faster to shift power in Baghdad to Iraqis themselves, a key demand of many nations. He will also tell the American people that stabilizing Iraq will cost tens of billions of dollars more this year alone. It was just over four months ago that a triumphant Mr. Bush declared the mission accomplished in Iraq.

Because of you, the tyrant has fallen and Iraq is free.

(VO) Since that day, more US troops have died in Iraq than died during the major fighting, and progress in setting up a new government in Baghdad has been halting at best. But the main goal of the president’s speech tonight, aides say, is to rally the country once again to the moralistic vision he has laid out for the war on terrorism and place Iraq squarely in that conflict.

Iraq is a central battle in the war on terrorism, and the war on terrorism is against people who are against freedom and against civilization.

(OC) A grimmer tone has been creeping into the president’s remarks on postwar Iraq since that bright evening on board the USS Abraham Lincoln. And tonight the president will also ask for more sacrifices from the American people. He will say, Carol, "we will do whatever is necessary. We will spend what is necessary."

(OC) The US military says it has captured a suspected Saddam Hussein loyalist alleged to have carried out a deadly grenade attack last month.

(VO) That assault at a hospital north of Baghdad killed three US soldiers.

(OC) American forces today also uncovered a stockpile of weapons in Hussein's hometown of Tikrit, where resistance to the US is especially strong.

(VO) As ABC's Martin Seemungal reports, the goal there is to make Iraqis responsible for keeping the peace.

(VO) They are the newest troops on the block. Iraqi troops trained by US soldiers patrol the streets of Tikrit.

They're a little surprised that, you know, they're out on the streets doing what they're doing.

(VO) It is a dangerous mission. There have been a series of violent attacks in recent days and weeks in the Tikrit area against Americans and against Iraqis who are helping them. These new recruits are aware of the risks. "I want to protect my city," he says. "I don't want people to say the Iraqis are giving everything over to the coalition forces.” On their first patrol with American soldiers, they found a homemade bomb on the road.

(OC) It's by no means a major operation. It's more symbolic than anything else. After all, this is Saddam Hussein's hometown. People here are watching very closely.

(VO) Some on the street view the new Iraqi Civil Defense Corps as outright collaborators. Others see it as an important opportunity.

It doesn't matter if they got trained by the Americans. It is still better to have an Iraqi. It's a step forward.

They can obviously speak their language, and they can, and they are more apt to come and tell them, versus they are to tell us because it is their own people out there.

(OC) Now turning to Afghanistan, where regional warlords and a resurgent Taliban are an increasing threat. The Bush administration says it plans to significantly increase aid to the country, where as many as 9,000 US troops are deployed. This, as Defense Secretary Donald Rumsfeld visited US and NATO troops in Afghanistan.

(VO) The defense secretary visited an American outpost in eastern Afghanistan, sharing a meal with some of the 9,000 US troops in the country. (VO) Yet Rumsfeld cannot hide the fact the situation in Afghanistan is getting worse. A resurgent Taliban has stepped up attacks against government targets, against US-led foreign forces and against aid workers who have abandoned large parts of the country.
