Motion 1: Improving Relations with the ARBA

It has been recommended that the NALRC send all ARBA officers/directors and all members of the ARBA Standards Committee a copy of the club guidebook and quarterly issues of the Mane Musings.

Motion 2: Standing Policy for Dealing with Returned Checks

The following policy has been recommended for dealing with returned/bounced checks.

When the Treasurer is notified that a check has bounced and there are fees associated with it, the Treasurer should inform the Secretary within two weeks. The Secretary then should notify the member within a period of two weeks. If reconciled payment isn't made by the member within 30 days of notification by the Secretary (by money order, including associated bank fees), the membership would then be suspended until such time payment is made. Suspension would result in a member losing "member in good standing" privileges. When the Secretary collects payment, they should inform the Treasurer and promptly forward payment to the Treasurer for deposit. If for some reason someone besides the Secretary collects payment, they should inform both the Secretary and the Treasurer and send in the payment to the Treasurer immediately.

Motion 3: Replacement Judge for 2009 National Show

The show committee was recently informed that Randy Schumaker was double booked by the NALRC and the OSRBA to judge on Saturday, May 2nd. The show committee is in agreement that it would not be in the best interest of the NALRC to contest which club hired Randy first. So they would like to recommend that we hire Cindy Wickizer (WA) as a replacement judge for Randy Schumaker. Cindy's bid to judge is: $150 for judging, 2 nights hotel, and 1/2 o her airfare (estimated at $100-125).

Motion 6: Change to Sweepstakes Contest Year

The Sweepstakes committee would like to recommend that the NALRC change their sweepstakes year to a calendar year, beginning January 1st and ending December 31st. They recommend that we extend the current year's contest for an additional 6 months to end December 31st, 2009. This would allow us to start the 2010 year on January 1st, 2010. Currently the club hands out sweeps awards at ARBA Convention each year, but since more members typically attend our spring National show than attend ARBA Convention, this change would allow us to hand out more awards at the show thus saving the club postage expenses to ship any awards which are not picked up.

Motion 7: Clarification to Awards wording in Sweepstakes Rules

The current rule #16 has been open to several interpretations over the past couple years (whether we will give awards to EACH variety/district or just the top winners overall in those categories). The sweepstakes committee spent several weeks discussing how to best resolve this issue. The sweepstakes committee would like to recommend the following change to Rule #16 which also takes into consideration that our current number of COD varieties has risen drastically from 8 to 26 over the past couple years.

The current rule reads:

"16) Awards will be given to the top ten point holders in each category at the ARBA convention for that respective year"

The Sweepstakes Committee would like to recommend the following wording to replace the current wording:

"16b) Awards will be given to the top ten (10) point holders in the Overall Sweepstakes category. Certificates will be awarded to the top three (3) point holders in each District and the top three (3) point holders in each Variety for both Open and Youth. Awards will be given out at the NALRC National Show each year in May. For those not attending, the awards will be mailed following the show."
