REPORT FROM ExMC WG 10 – REPAIR AND OVERHAUL

The IECEx 03 Certified Service Facilities Scheme shows a continuing growth, both for the number of CoCs (based on issue 0 only) and the number of ExCBs participating:

WG 10 work:

Since the 2010 Berlin IECEx meetings and in line with previous ExMC decisions to include coverage of other IECEx Services, the WG progressed with work in 2 main areas:

·  Maintenance on the existing IECEx 03 documents (IECEx 03, 03A, the OD’s, CRF and FAR), and

·  Work on the revision of IECEx 03 to accommodate other Service Facilities than Repair Facilities based on IEC 60079-19 like Area Classification (IEC 60079-10), Installation (IEC 60079-14) and Inspection and Maintenance (IEC 60079-17)

To realize above work items, a WG10 program of work for 2010-2011 was determined, with the following results:

1 – Membership update:

A large majority of the members confirmed their continued active membership of ExMC WG10. In addition the working group welcomed some new members. This enables the working group to work on existing documents as well as to develop new documents needed for extension of the scope of IECEx 03.

2 – Maintenance on existing IECEx documents:

Existing documents were reviewed and proposals for changes were issued by various members of the working group in advance of the ExMC WG10 meeting in Stockholm. These were considered during the Stockholm meeting with some additional work and review to be undertaken by WG10 in preparing drafts for submission to ExMC for consideration. It is expected that proposed drafts for the updating of existing IECEx 03 documents will be issued for ExMC consideration following the next WG10 meeting planned for Sydney, October 2011.

3 – ExMC WG10 meeting:

A successful and very productive ExMC WG10 meeting was held in Stockholm, Sweden on March 28 and 29, 2011.

More than half of the time was spent on reviewing, discussion and revising the existing IECEx 03 documents. Small ad-hoc working groups were formed and are currently preparing the revised draft documents for the next ExMC WG10 meeting.

After some discussion regarding the integration into IECEx 03, of IEC 60079-14 (as directed by ExMC in both Paris 2008 and Melbourne 2009 meetings) as a first topic, it became evident that there was a need to provide clear definitions related to work on installations. A small ad-hoc working group was formed to provide definitions for e.g. “installation design” and “installation work”. A proposed draft OD 60079-14 can act as guide for this activity as needed. This work will continue to be the main topic on the agenda of the next ExMC WG10 meeting, in Sydney.

There was a brief discussion on the future role of WG10 during the Stockholm meeting and the possibility of considering WG10 having a more permanent role with one possibility of being a form of dedicated IECEx 03 ExTAG group. At this stage WG10 are not in a position to submit a proposal to ExMC.

4 – Next ExMC WG10 meeting:

The next meeting of the working group will be in Sydney, Australia, on 13 + 14 October 2011.

This document contains the minutes of the ExMC WG10 meeting held on March 28 and 29, 2011 in Stockholm.

2 Introduction

Theo Pijpker welcomed everybody to this meeting. The IECEx 03 Certified Service Facility scheme is operation for some years now (since 2007) and during this meeting the experiences gained during the assessments of SFs and ExCBs are of great input for the review during day 1 of the meeting of the documents used in this scheme. Extension of the scheme to e.g. installation and inspection companies is part of the discussion for day 2.

3 Status report and action plan 2010-2011

ExMC/636R is explained by Chris. At this moment 60 certificates are issued. 44 certificates are still issue 0. In (near) future, the IECEx Secretariat will review the different on-line certificates and FARs, similar to the review of ExTRs, CoCs and QARs in the IECEx 02 Scheme.

4 Member list

Over the past months, several members have not responded to any correspondence but remain member of WG10. The applicable Member Body will be asked to confirm their membership (action: Theo). Any changes to the member list will be sent to the IECEx Secretariat.

5 Review of IECEx 03

Following comments were made during the meeting.

Chapter 1: Scope: add note 1: this was achieved in 2007

Chapter 3: definition of CRF is missing

Chapter 4: at point a) add IECEx03A

Chapter 7: the title of this chapter is not clear. Chris offers to come up with a new title.

Chapter 8: The CRF is not mentioned in any document. Where a FAR is issued the CRF should also be mentioned.

Note: OD 25 will be extended with IECEx 03

Chapter 9.1: To be added that the SF declares that they do not have a second application ongoing or have been refused in a previous stage.

Chapter 9.2: “in exceptional circumstances” shall be removed

Chapter 9.6: The paragraph starting with: this frequency…… shall be removed

The assessments shall take place every 12 months.

Chapter 9.7: Editorials

Chapter 9.10: there is no surcharges at this moment.

Chapter 10.1.3: Add possibility to perform witness assessment for new ExCB’s

General remarks: More attention must be paid to local regulations of foreign countries

ACTION: Theo will prepare a Draft Revision for IECEx 03 for initial consideration by WG10 members than submitted to ExMC.

6 Review of FAR and CRF format

For this item 5 proposals have been issued. Before discussing the 5 proposals the discussion was made if the CRF and the FAR should remain in the form that they are now or explore the possibility to combine them into one report. The general feeling was to combine the 2 separate reports into 1. The example reports from UL and Simtars have not been discussed in detail but will be taken into account when finishing the proposal for the combined CRF and FAR

ACTION: Theo will prepare a draft new single form to combine CRF and FAR taking into account the suggestions from SIMTARS and UL

7 Review of OD 013

The frequency of monitoring new companies that have been certified according to IECEx 03 was discussed. Chris explained that the minimum amount of assessments that must be performed are mentioned in IECEx 03 + ODs. If the ExCB feels that more assessments are necessary this is possible. It was discussed if this should be done with all new Service Facilities (SF) , to have an additional visit after a few months. It was decided that this is up to the ExCB and their customer.

Page 3: the remark that SF must have complete job records prior to the assessment is not accepted.

Page 4 adjustments to the flowchart have not been found useful. Some remarks will be added to the table. DEKRA will take the lead in this.

Table page 7, item 7: It is not up to the IECEx secretariat to crosscheck if a SF has already applied for a certificate before. The SF must declare that they do not have a second application, or that they have been rejected in a previous stage.

Point 9 A: not accepted. This remark is already covered in the OD 014 and OD 015

Point 12 : Competency of personnel and witnessing of testing must be done on-site. This will be added in the remarks. The proposed text in the description of activity is not accepted. This information is already mentioned in OD 014.

Section 2 of OD 013

The proposal for annex A3 is not of any purpose to annex a.

The purpose for Annex a is for ExCB’s internal use only.

Chris gave several suggestions that will be implemented in the revised edition of this document.

A general discussion followed regarding 1 SF with multiple locations.

2 options were ventilated: 1 certificate and 4 FAR’s or 4 certificates with each their own FAR

The comment came that in the case of 1 certificate and 4 FAR’s the certificate gives the impression that all locations can perform the same repair. However this is up to the SF to inform their client that the repair may be performed by another site.

Agreed was that SF with locations in multiple countries or operated by different quality systems must have their own certificate and corresponding FAR. This will be added in OD013.

ACTION: Theo with assistance from various WG10 members will prepare a proposed revised draft for WG10 to consider, prior to passing over to ExMC.

8 Review of OD 014

General remark: Proposal was accepted to remove the year of publication of ISO 9001 in the entire text, unless the year of publication is necessary due to specific requirements.

1.2 definitions: Add at point 2 type rating and size of repaired equipment if applicable.

1.3 Application: Extension with possible external assessment.

1.7 Product realization note made that IECEx 05 should also be implemented as possible evidence for qualification of personnel.

4: ExCB Auditor Expertise: Chris explains how this works for IECEx 02. The expertise of the assessor is checked during the audits made by IECEx.

A proposal will be made by Chris, Theo and Marco for a proper qualification system for IECEx 03 (Lead)assessors.

6.6 Dimensional Checks: The measurement equipment used for during the measurements of the flame paths should also be mentioned in the report with respect to the traceability of calibration to (inter)national standards.

9 Review of OD 015

General question: When is the overpressure test mandatory after repair? Answer: Overpressure testing is mandatory after welding repair on Ex d equipment. Clarification sheet to be made.

Chapter 5.1: to be added. Calculations regarding the tolerances of joints must be added in the job file of that repair.

Chapter 11: remove group III. The group III is not in accordance with the other indications that are used in this document.

All the remarks made in annex A1 to A13 (except for the group III indication) can be accepted. These documents serve as guide for the SF. Theo will check the remarks made and implement them in the new version of OD 015.

Annex A14: The assessment of the responsible person should be part of the OD014 instead of the OD 015. With the editorial check of the OD 014 this annex will be implemented in the OD 014.

The editorials made in annex B will be crosschecked if they are not in conflict with the IEC60079-19 and IEC 60079-1.

10 Review of OD 016

Step 10 : Remove ”minimum 1 day” add in the note. This visit is to verify the applicant ExCB ability to comply with the requirements for IECEx 03.

Chris will check the OD016 on editorials and review the current OD016 text and update it to the existing practice.

To be added: 3.2.1 All ExCB’s should check if the applicant declares that there are no other ongoing or finished applications for IECEx 03 at other ExCB’s.
