Conditions

  1. The Inter-County Swimming Competition shall be open to the County Associations of Bedfordshire, Cambridgeshire, Hertfordshire, Norfolk, Suffolk and Essex (excluding the Greater London Boroughs of Barking, Dagenham, Havering, Newham, Redbridge and Waltham Forest).
  2. Management: The management of the Inter-County Swimming Championships shall be in the hands of the Regional Swimming Committee (RSC) of the ASA East Region which shall have the power to devolve some or part of this management to the host County but final control will remain with the RSC. The host county will be determined by the RSC. For 2017, this is Bedfordshire ASA.
  3. Promoter – The Promoter of the Event will be the Regional Swimming Manager, Mr Tom Baster. Should the Swimming Manager not be in attendance the RSC will appoint a Meet Director, who will act as Promoter on the day. The Swimming Manager can be contacted at
  4. Venue: The Inter-County Swimming Championships will be held annually at a venue approved by the RSC. Where the venue permits, the competition shall be held as long course. For 2017, the competition will be held at Inspire: Luton Sports Village, Luton.
  5. Licence: The RSC shall be responsible for applying to the ASA East Region for a licence for the competition. The competition will be organised in accordance with the ASA Open Meet Criteria.
  6. The competition will be subject to ASA Laws and Regulations and ASA Technical Rules of Racing.
  7. Expenses: Each County shall be responsible for its own travelling and subsistence expenses.
  8. Attendance: The RSC shall set a closing date for acceptance. Clubs who have accepted by this date and then do not attend shall be fined £100, which shall bepaid to ASA East Region to defray expenses. A second date shall be set for the submission of Team Lists. The RSC will advise counties of the date by which team lists must be submitted.
  9. Eligibility: Each competitor shall be a member of a club affiliated to the County represented and be ASA Category 2 members.
  10. Age Categories: Ages shall be 11/12 years, 13/14 years, 15/16 years and 17 years plus. Ages shall be as at midnight on 31st December 2017 and swimmers may only compete in the appropriate age group.
  11. Representation: Each County may be represented by one swimmer in each event. No competitor may compete in more than two individual events.
  12. Events: The individual events shall be 100m Backstroke, Breaststroke, Butterfly and Freestyle in each age groupand an Open 200m Individual Medley for male and female. There will be 4 x 50M Medley and Freestyle Team Races for male and femaleand 4 x 50m mixed Medley and Freestyle Team Races in each age group.
  13. Scoring: Scoring shall be 6 points for first place down to 1 point for sixth place. Non starters, non finishers and disqualified swimmers shall score zero points. In the event of a tie or dead heat all teams concerned will be awarded the highest points for that place.
  14. Awards: The perpetual trophy will be awarded to the winning County for one year and must be engraved and returned one month before the following year’s competition to the Swimming Manager. Members of the winningteam will also be awarded with medals.
  15. Team Lists: Invited Counties are required to supply via e-mail in the format provided a team list including swimmers date of birth, to an address and by a date to be provided with the invitation, which is to be not less than 7 days before the event. After the submission of team lists, changes may only be made on the day to the recorder no later than 30 minutes before the start of the competition.
  16. Officials: Participating Counties are asked to supply threelicensed officials (two J1 and one J2) and to advise the Manager of the Regional Swimming Officials Group of their names, qualification and ASA number no later than 7 days before the competition. In addition, the host county is required to provide sufficient appropriately qualified licensed officials to comply with ASA Licensed Meet Guidelines. The host county must appoint a lead referee not less than one month before the event.
  17. Lane Draw: The Lane Draw will be made annually at the preceding ASA East Region Long Course Championships by the President. Where an 8 lane pool is used the outer lanes shall be discounted.
  18. Warm Up: The RSC will publish arrangements for warm up on the ASA East Region website at less than 7 days before the event. Counties shall use their designated lanes for warm up and swimmers shall be under the supervision of designated team staff at all times. Where an 8 lane pool is used the outer lanes shall be designated sprint lanes.

  1. Disputes: The ASA East Region RSC and Lead Referee will have the power to resolve any disputes for which these conditions do not provide, subject to ASA Laws, Regulations and the ASA Technical Rules of Racing
  2. Coach and Team Manager: Participating Counties will be allowed a total of four poolsidepasses for team staff (Coaches and Team Manager). All Coaches and Poolside helpers must be ASA or IOS members and hold a valid DBS certificate. Passes must be worn visibly at all times.
  3. Photography:Official photographs taken at this event will comply with ASA Child Protection policies. Parents who do not wish their child to be photographed must inform the promoter prior to the start of the event. Spectators, swimmers and team staff are reminded that they mustregister at the entry desk if they intend to use cameras, video cameras, mobile telephones orany device capable of capturing a photographic image.
