INSTRUCTION TO BIDDERS

(HOT MIX PAVING)

  1. Bids are to be opened in the office of Tipton County Public Works.
  1. Bids are to be opened at 6:00 p.m., Monday, May7, 2012
  1. Bids will not be accepted after 5:00 p.m., Monday, May7, 2012
  1. Bids received by mail must be in a separate envelope with the name of bidder (company name), contractor license number and date of expiration, company mailing address and telephone number. Bidders must be licensed to bid in the State of Tennessee and be in good standing with the Tennessee Department of Transportation. (License must not be expired).
  1. Tipton County Public Works reserves the right to reject any and/or all bids.
  1. Bids not signed will be rejected.
  1. Bid bond will not be required.
  1. All bids must be regular in every respect and no interlineations, exclusions, or special conditions shall be made or included in the bid form by the bidder.
  1. Payment: Payment on all projects will be made upon approval of work by the county engineer.
  1. The contractor or supplier/producer will be responsible for any sampling and testing required by Tipton County Public Works including any retesting outlined in the Tennessee DOT schedule of sampling and testing will be required. Compaction and asphalt mixture tests will be required randomly at the cost of the contractor as determined by the county engineer.
  1. Plant reports must be received by the Tipton County Public Works Department before payment can be made.
  1. The contractor will be required to furnish the asphalt hot mix design prior to beginning of work. Use of recycled asphalt will not be allowed in CW-Mix or any mix used for a riding surface.
  1. The contractor will be required to coordinate work with the county in order that the county may perform the county’s required duties and responsibilities.

  1. All work must meet the requirements as set by the Tennessee Department of Transportation, Standard Specifications for Road and Bridge Construction. March 2006 and any revisions.
  1. The contractor shall be responsible for all traffic control labor and devices (flagmen, signs, etc…) as required for safe and smooth flow of traffic on all projects under this contract.
  1. The successful bidder shall secure, maintain in force, and pay for such insurance as will protect him from claims under Workman’s Compensation acts and from any other claims for damages to property or for personal injury, including death, which may arise from operations under this contract, whether such operations be by himself or by any subcontractor to anyone directly or indirectly employed by either of them as contained in the bid form. The contractor shall provide Tipton County with a certificate of insurance showing the type and amount of insurance provided by the contractor. In accepting award of this contract, contractor agrees to hold Tipton County harmless in case of accidents involving contractor’s equipment.
  1. The successful bidder shall provide a statement for a drug free workplace as required by the State of Tennessee, Department of Transportation.
  1. The award of this bid shall be for a period from July 1, 2012 toDecember 31, 2012.
  1. The approximate tonnage of this contract shall be 10,000 tons. Tipton County reserves the right to add/delete quantities.
