Of Independent Engineer- Barwa-Adda - Panagarh section of NH-2

Independent engineer services for 6-laning of Barwa-Adda-Panagarh section of NH-2 from Km398.240 to Km 521.120 including panagarh Bypass on DBFOT Pattern.

  1. Introduction

During the inspection of the project the staff of independent Engineer and concessionaire representative had present.

The Physical progress of project Highway :- 0.34%

In the view of the above the concessionaire is advised to mobilize fully the plant and machinery and complete the setting out the laboratories at Panagarh as earlier as possible.

Concessionaire has also advised to start the activities at all available front. In panagarh bypass highway activities should be immediate start.

Work to be expedited, so that the progress as per asking rate in order to maintain for the completion of the project as per schedule time.

2. Concessionaire Progress

Work Progress:-

The concessionaire has already started the activities at Durgapur section, Asansol section and Raniganj section and Dhanbad section for C & G, Embankment, Sub-grade, GSB, widening of pipe culverts, Construction of box culverts and Vehicular under passes, Grade separator and Minor bride.

The concessionaire is being advised that to increase the resources and plan & Machinery should be mobilized fully and put together to give full momentum to the progress of the project highway with proper methodology and well planned sequence of operation should be used to have better results and desired rate of progress of the project.

5. Quality Assurance & Quality control:-

Laboratory in Asansol camp, Dhanbad camp, Raniganj camp has been established and panagarh has been partial established.

Laboratory tests are being conducted and witnessed in the field and laboratory during the month.Documentations of Quality Control to be maintained in Lab, Structure-wise for Structure and Chainage-wise (Km-wise) of Road Work for each Activity/Item Separately for the executed work.

“Material” to be used only from Approved Source as per Section 100 Clause 117 of MORT&H Specifications.

Stock Register for Material like Cement, Admixture, steel, Bitumen and other major material to be maintained properly in Lab.

Third Party Test of Materials i.e, Cement, Steel, Bitumen, Emulsion, Admixture etc are to be conducted Frequency Wise as per IS/IRC and record to be kept in order

The Concessionaire has been instructed to follow the RFI system properly.

  1. PROJECT ISSUE:-

Progress of work to be ensured as per Project Milestones of Schedule-“G” of Concession Agreement.

Concessionaire yet to mobilize fully for Construction of Project Highway in all Section.

Muchipara Junction (Km 503.700 to km 505.250):- As per Concession Agreement, the land to be acquisitioned for PROW, was on both hand side of the carriageway; whereas in the Land Acquisition plan, the PROW has been shown only on RHS. Concessionaire has sought the consent/approval for retrofitting the plan & profile within PROW being processed for 3G as per LA plan.

IE reviewed the plan & Profile.

IOCL/BPCL/HPCL (Km. 508+720 to Km. 509+557):- NHAI has recommended to the competent authority the realignment from Km. 508+720 to Km. 509+557 for avoiding the constraints and delay in time consuming relocation of plants/pipelines of BPCL and HPCL on RHS. Concessionaire has sought in principal approval for the same.

IE reviewed the plan and Profile.

DW&SD - of Jharkhand State (Km. 405+350 to Km. 436+700):- NHAI has recommended to the competent authority the modification to project plan, profile/features from Km. 405+350 to Km. 436+700.

Proposal under review by IE

Godindpur and Nirsa (Govindpur : Km. 406+460 to Km. 509+580):- During the meeting convened by the Deputy Concessionaire, Dhanbad on 10.06.2014, it was proposed to change the alignment by adopting 45 m ROW, in both the towns i.e. Govindpur and Nirsa with dense dwellings/shops.

IE commented on Gobindpur section.

Similarly 13 Km. stretch is affected at Nirsa where local inhabitants are protesting, demanding Bypass

The submitted TCS/Pavement Design has a mismatch in drainage layer of existing carriageway and proposed widening of MCW

7. Maintenance of Existing Road:-

The Maintenance of existing highway is being done by concessionaire. Repairing of pot holes works on the project stretch has been considerably slow down in this month.

Some pot holes are observed at Nuniabridge(Km 464+000), Managalpur Bridge approach(L/S, Km.481+000), Andal regions(Km.484-km 486+000), Bhiringi(L/s-Km, 494+000), Alstom More crossing(R/s), Main gate R/s, Singaran bridge(R/s) , which needs immediate attention to repair and keep maintained.

Cleaning of side drains along with service road/ main carriageway is being started, advised to the concessionaire to expedite the cleaning work and ensure that rain water should not be stagnant on main carriageway as well as service road.

Trimming of over growth of plants and shrubs in median portion activity started, and advised to complete the trimming activity as early as possible.

Maintenance of existing shoulder of project highway has to be taken up immediately.

8. Safety arrangement:-

The overall safety measures during construction at site were inspected / reviewed. The concessionaire has provided the safety arrangement as per the provisions of concession agreement are lagging and the concessionaire are being reminded regularly to improve safety measures at work site.

The concessionaire was requested to ensure safety measures by keeping a separate safety team headed by a qualified safety officer for monitoring day to day safety arrangement all along the project corridor by providing highway traffic management system.

Concessionaire was also advised to ensure the safety of workers by providing PPE (personal protective equipments) to the workers/ labor during execution.

Advance marking sign regarding portion of any of the highways damaged/closed or diversion or any other information which needs to be advised to the road users should be prepared in advance and kept ready to enable immediate necessary action in the matter to be able to ensure hassle free flow of traffic on existing highway.

Unauthorized median opening should be immediate closed and median opening signage should be provided at authorized median opening locations.

Concessionaire has requested to please make proper safety arrangement during cutting of trees, logging and transportation.

Road marking at some locations to be done immediately.

Kerb painting at some bridge locations and its approaches immediate required.

Object marker signage to be immediate provided at toll plaza(km. 507 & km 454) and all median opening locations.

The Concessionaire has to make Diversions and its maintenance as per IRC/MORTH Specifications for ensuring Safety of the Road Users before taking up the work of Structure as well as Road Work on locations of Concentric Widening.

Providing of Signages, Reflective Tapes, and Danger Signs etc as per IRC: SP: 55 on all critical Locations.

The Concessionaire has to provide adequate arrangements during the Construction Period for the safety of Workers and Road Users as per IRC guidelines. Full compliance of Occupational Safety, Health Policy, using of Personal Protective Equipments, Safe Work Practice for Workers as well as Machines and Equipments to be ensured by the Concessionaire.

Flagmen shall be provided at all Exit Points of the Truck/Tippers.

  1. HINDRANCES AND OBSTRUCTIONS:-

Acquisition of Balance Land

Demolition of Structures.

Shifting of Utilities i.e. Water line/PHE, Electric poles and towers, Gas pipe lines, Petroleum pipe lines. Presently Electrical utility work & PHE is in Progress but needs to be expedited for Completion of Project Highway on schedule date.

Cutting and Removal of balance Trees.

Relocation of Religious Places.
