As key parts of the Affordable Care Act (ACA) go into effect as of January 1, 2014, federal law requires employers to provide notices to all active employees regarding new health insurance marketplace coverage options. The coverage offered through the Marketplace may not impact the benefits you may be eligible for through the University of South Florida. However, the notice should be carefully read, as it provides some basic information about the new Marketplace and employment-based health coverage offered by USF. We have attached the Marketplace Notice to this offer letter for your convenience.

Your employment with the University of South Florida qualifies you to participate in the Temporary Employment Retirement Plan (TERP).This plan is mandatory for eligible employees such as postdoctoral scholars and you will be automatically enrolled by the University and will remain enrolled as long as you are classified in a temporary position (i.e. postdoctoral scholar) here at USF. Once enrolled, BENCOR, the plan administrator, will be providing you with additional information via mail that will be sent to your mailing address on file with USF.In addition, you will have the opportunity to enroll in tax-sheltered annuities and deferred compensation plans. Salaried temporary employees are also eligible to be paid for university designated holidays that fall within the period of the appointment proportionate to your time in pay status.

On your first day, you may stop by the Campus Information Center (CIC) with your offer letter to pick up a temporary courtesy parking permit. It is located on Leroy Collins Boulevard north of Fowler Avenue. The CIC will give you directions to a facility where you may park, and will provide you with information on obtaining a regular University parking permit. Please be prepared to present a valid driver’s license and registration. Once parked, you should report to the Human Resources (HR) Office at [Insert Time], located in the Student Services Building (SVC) room 2172, to complete the necessary paperwork to put you on the payroll. In order to help you through this process, please be prepared to:

Ø  Provide an official, sealed transcript of your highest degree completed to your department administrator on or before your first day of employment. The department administrator is responsible for providing a copy of this transcript to Human Resources.

Ø  Provide documentation that establishes your employment eligibility to work in the U.S. (in accordance with the Immigration Reform and Control Act of 1986). A list of acceptable documents for the I-9 form is attached.

Ø  Provide your passport, I-94, visa and appropriate immigration support documents based on visa class, if you are a foreign national.

Ø  Enroll in USF’s Direct Deposit program which is a condition of employment at the University. A voided check is needed in order to complete the enrollment forms.You may also submit a letter from your financial institution with account and routing information if you use a savings account as deposit slips are not acceptable.If you do not currently have a bank account established, HR can provide you with information on available options.

When key parts of the health care law take effect in 2014, there will be a new way to buy health insurance:

the Health Insurance Marketplace. To assist you as you evaluate options for you and your family, this notice provides some basic information about the new Marketplace and employment-based health coverage offered by your employer.

What is the Health Insurance Marketplace?

The Marketplace is designed to help you find health insurance that meets your needs and fits your budget.

The Marketplace offers "one-stop shopping" to find and compare private health insurance options. You may also be eligible for a new kind of tax credit that lowers your monthly premium right away. Open enrollment for health insurance coverage through the Marketplace begins in Oct. 2013 for coverage starting as early as Jan. 1, 2014.

Can I Save Money on my Health Insurance Premiums in the Marketplace?

You may qualify to save money and lower your monthly premium, but only if your employer does not offer coverage, or offers coverage that doesn't meet certain standards. The savings on your premium that you're eligible for depends on your household income.

Does Employer Health Coverage Affect Eligibility for Premium Savings through the Marketplace?

Yes. If you have an offer of health coverage from your employer that meets certain standards, you will not

be eligible for a tax credit through the Marketplace and may wish to enroll in your employer's health plan. However, you may be eligible for a tax credit that lowers your monthly premium or a reduction in certain cost-sharing if your employer does not offer coverage to you at all or does not offer coverage that meets certain standards. If the cost of a plan from your employer that would cover you (and not any other members of your family) is more than 9.5% of your household income for the year, or if the coverage your employer provides does not meet the "minimum value" standard set by the Affordable Care Act, you may be eligible for a tax credit.1

Note: If you purchase a health plan through the Marketplace instead of accepting health coverage offered by your employer, then you may lose the employer contribution (if any) to the employer-offered coverage. Also, this employer contribution -as well as your employee contribution to employer-offered coverage- is often excluded from income for Federal and State income tax purposes. Your payments for coverage through the Marketplace are made on an after-tax basis.

Part-time and full-time employees as defined in Section 110.123(2)(c) and (f), Florida Statutes, are eligible for health coverage under the State Group Insurance Program.
