MEETING OF THE SELECTION BOARD HELD ON OCTOBER 12 2004

The Selection Board of the Specific Fund to Support the Preparation of the American Declaration on the Rights of Indigenous Peoples met on October 12th, 2004 to review and approve the list of indigenous representatives and leaders nominated by their communities and organizations in the framework of CP/RES. 817 “Specific Fund to Support the Elaboration of the American Declaration on the Rights of Indigenous Peoples” for the Fourth Meeting of Negotiations in the Quest for Points of Consensus of the Working Group to Prepare the Draft Declaration on the Rights of Indigenous Peoples to be held from November 8th to 12th, 2004, at the headquarters of the Organization of American States (OAS) in Washington, D. C.

The Selection Board of the Fund, consisting of Ambassador Juan León, Alternate Representative of Guatemala to the OAS and Chair of the Working Group; Counselor Ana Peña representing the Permanent Mission of Peru to the OAS and Vice-chair of the Working Group; Mr. Héctor Huertas, the Central American and the Caribbean representative; Mr. Marcial Colin, the South American representative; and Mr. Rolland Pangowish, the North American representative, adopted its decisions in accordance with resolution CP/RES. 817 of the Permanent Council of the OAS, which established the aforementioned Specific Fund.

The Board selected the following indigenous representatives based on candidacies at the national level:

-  Azelene Inácio – Brazil

-  Ron Lameman – Canada

-  Aucan Huilcaman Paillama - Chile

-  José Carlos Morales -Costa Rica

-  Humberto Cholango – Ecuador

-  Elsa Son Chonay – Guatemala

-  Aurelio Ramos Allen - Honduras

-  Celerino Felipe Cruz – Mexico

-  Jorge Fredrick - Nicaragua

-  Enrique Arias - Panama

-  Alberto Vázquez Ayala – Paraguay

-  Haroldo Andrés Salazar Rossi – Peru

-  Albert DeTerville - Saint Lucia

-  Oswald Robinson – Saint Vincent and the Grenadines

-  Jacqueline Jubithana – Suriname

-  June L. Lorenzo – The United States of America

-  Carlos Jesus Oberto Pocaterra - Venezuela

The Specific Fund will cover the participation costs of the indigenous members of the Selection Board:

-  Rolland Pangowish- Canada

-  Marcial Colin Lincolao-Chile

-  Hector Huertas Gonzalez-Panama

Depending on the availability of resources, the Specific Fund will also be used to defray the costs of organizing the Indigenous Caucus to be held on November 6th -7th, 2004.
