The Indices of Multiple Deprivation 2010

Deprivation indicators – high ranking neighbourhoods in Hertsmere

The Indices of Multiple Deprivation are compiled by the Office for National Statistics. The indices for 2010 were published in March 2011.

Indices of Multiple Deprivation are designed to identify small area deprivation and so assist in the development of more targeted policies and more informed funding allocation. Indices of Multiple Deprivation are assessed and published every three years. The indices cover England only.

Deprivation is assessed by Super Output Areas, which are described in this report as Neighbourhoods. There is a total of 32,482 neighbourhoods in England. These neighbourhoods are ranked according to their level of deprivation. The lower the ranking, the higher the rate of deprivation in the neighbourhood: for example, a neighbourhood ranked as number 1 under a deprivation indicator would be the most deprived in England, while a neighbourhood ranked as number 32,482 would be the least deprived in England. Quartiles can be used to show to demonstrate the comparative level of deprivation in a neighbourhood:

Quartile 1, most deprived 25%: Ranking 1 – 8,120

Quartile 2:Ranking 8,121 – 16,241

Quartile 3:Ranking 16,242 – 24,362

Quartile 4: least deprived 25%:Ranking 24,363 – 32,482

There is a total of ten indicators of deprivation:

  8. Living environment
  9. Income deprivation affecting children
  10. Income deprivation affecting older people

The ranking of each neighbourhood for 2007 has been included to show whether deprivation has decreased or increased between 2007 and 2010, particularly in light of the economic recession. The roads within each neighbourhood are included under the neighbourhood profiles.

2. Income

The purpose of this indicator is to capture the proportion of the population experiencing income deprivation in an area.

3. Employment

This indicator measures employment deprivation in terms of involuntary exclusion of members of the working age population from the labour market.

4. Education and Skills

This indicator captures the extent of deprivation in terms of education, skills and training in a local area. The indicator takes into account two factors: one relating to education deprivation for children/young people in the area, and one relating to lack of skills and qualifications among a sub-set of the working age adult population.

5. Barriers to housing and services

The purpose of this indicator is to measure barriers to housing and key local services. The indicators are structured into two parts: “geographical barriers” and “wider barriers” which include issues relating to access to housing such as affordability.

Sub-indicator: Geographical barriers

  • Road distance to a GP surgery
  • Road distance to a general store or supermarket
  • Road distance to a primary school
  • Road distance to a Post Office or sub post office.

Sub-indicator: Wider barriers

  • Household overcrowding
  • Percentage of households for whom a decision on their application for assistance under the homelessness provisions of housing legislation has been made.
  • Difficulty of access to owner-occupation.

8. Living Environment

This indicator focuses on deprivation with respect to the characteristics of the living environment. It focuses on two sub-indicators: the “indoors” living environment which measure the quality of housing, and the “outdoors” living environment which contains two measures about air quality and road traffic accidents.
