US Environmental Protection Agency (EPA) issues request for renewal of information collection requirements under the Spill Prevention, Control and Countermeasures (SPCC) Plan regulations – EPA recently issued a renewal request for continuing the information collection requirements for spill plan development and implementation under the Spill Prevention, Control and Countermeasure Plan requirements affecting bulk oil storage and spill cleanup activities. Electric utilities are required to develop and maintain SPCC spill response plans due to routine storage of on-site bulk fuels and oil-filled electrical equipment. EPA is requesting continued authorization from the Office of Management and Budget (OMB) to continue to collect plan specific information from bulk oil storage entities covering the areas of plan preparation, plan certification, plan maintenance and recordkeeping activities for all covered facilities and operations. RC Program staff is currently evaluating this authorization request in context to agency need and impact on our affected member cooperative operations. Comment regarding this information request must be submitted by March 14, 2016 (FR Vol. 81, No. 8, January 13, 2016, P. 1625)

Regulatory Compliance Program services expand to three new IEC cooperatives in February – Regulatory Compliance Program members voted overwhelmingly to expand program services to three new IEC member cooperatives in January raising the total number of participating program cooperatives to 33. Our program’s newest members include: Hendricks Power Cooperative, Jackson County REMC and NineStar Connect. Program staff initiated compliance program reviews within each of these new locations beginning early February. We welcome our newest program members and look forward to assisting them with their compliance needs. Staff would also like to express our thanks to all compliance program members for their continued investment in and support of our program services.
