QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIREMENTS:

The qualifications and skill requirements for this position include:

  • Master’s degree required from a regionally accredited institution, doctoral degree preferred;
  • Prior administrative experience within higher education;
  • Minimum of five (5) years of experience in a senior level administrative or managerial role;
  • Knowledge of institutional effectiveness processes;
  • Expertise with organizational and leadership development;
  • Strong proven leadership skills;
  • Effective decision maker;
  • Skill and experience in team-oriented environments;
  • Effective interpersonal skills including excellent written, aural, and verbal communications;

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

The key and essential job functions and responsibilities for this position include, but are not limited to:

  • Providing leadership to the Institutional Effectiveness Division in the in the areas of administration, budget preparation, institutional research, grants development, planning and assessment, employee development, and institutional effectiveness.
  • Coordinating and facilitating programs initiated by the President that impact College employees.
  • Demonstrating sound use of discretion and independent judgment with respect to matters of significance to the institutional mission, goals and objectives is necessary and critical to ongoing success.

SPECIFIC DUTIES AND RESPONSIBILITIES:

The specific duties and responsibilities for this position include, but are not limited to:

  1. Reports directly to the President and serves as a member of the President’s Cabinet.
  2. Represents the College as the Federal Liaison at pertinent civic meetings, organizations, and associations across local, regional, state, and national levels, and/or other public forums as may be directed by the President.
  3. Contributes to the organizational strength and performance of the College workforce to improve the effectiveness of programs, services, and operations.
  4. Oversees the institutional research function at the College to inform strategic decisions and planning specifically as they relate to performance and continuous improvement; disseminates data to appropriate stakeholders; and provides expertise related to qualitative and quantitative assessment and survey methodology.
  5. Provides strategic planning and assessment expertise to College employees in support of the development and effectiveness of academic and non-academic areas.
  6. Coordinates the college wide Employee Development Program which provides offerings designed to enhance employees’ professional development and to empower employees to attain College goals and student performance objectives.
  7. Leads the College in grants development; encourages and coordinates employees to participate in the development of grant funded projects; facilitates contractual processes; researches available funding opportunities private, state, and federal funding opportunities; partners with PIs and Grants Finance regarding post-award activities; and provides training on the grants development process.
  8. Plans, monitors, and reports activities of the College Staff and Program Development Program (SPD).
  9. Plans and conducts business of the Quality Enhancement Council.
  10. Attends meetings of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), cooperates with the SACSCOC liaison to maintain compliance with regional Associate

accreditation threshold requirements, and provides support in the completion of SACSCOC reports and the Substantive Change requests.

  1. Participates on College committees and workgroups impactful to continual improvement and effectiveness, such as the Quality Enhancement Council Steering Committee (QEC), the Planning and Assessment Workgroup, and the Adjunct Faculty Workgroup.
  2. Make recommendations to the President on personnel matters for the areas of accountability, such as appointments, terminations, etc.
  3. Maintains currency with policy, issues, and trends in higher education and the areas of institutional effectiveness
  4. Assumes and completes other duties as the President may direct.

PHYSICAL REQUIREMENTS:

This position requires an ability to sit, stand, walk, bend, lift, reach up, stoop, and carry items occasionally in excess of twenty-five (25) pounds. It also requires manual dexterity to operate standard office machines, such as, copier, fax, telephone, and other equipment as necessary. IRSC expects its employees to follow proper safety standards while employed by the College.
