Administrative office hours during the regular school term shall be from 7:30 am to 4:30 pm Monday through Friday. The summer schedule shall be set by the Superintendent.

904.LENDING AND RENTING OF SCHOOL PROPERTY
Property of the school district such as machinery, tools, educational equipment, furniture, etc. shall neither be loaned nor rented.

The use of school buses of this district for any purpose provided in Section 9-101 of Title 70, Oklahoma statutes, as amended, which may be designated by the superintendent of schools of the district is approved by the Board of Education, except as to such cases as the Board may rule otherwise.

906.RELIGIOUS HOLY DAYS
Members of some religious faiths observe certain holy days which are not school holidays. Children belonging to such faiths who are absent from school to observe these holy days will be excused upon written request of the parents, but will be counted absent.

Advertising and commercial announcements will be made in the schools only upon approval of the Superintendent. Also, advertisements purchased as a fundraiser through the athletic department may be hung at the athletic venues. Other advertisements may not be posted on the school premises.

No salesmen, solicitors or peddlers are permitted to interview teachers during school hours without permission of the Superintendent. Also, no advertisements, circulars, or other propaganda will be passed out in the classroom or on the school premises to teachers or students without permission from the Superintendent.

No petitions for any cause may be circulated in a school building or on school property without the approval of the Superintendent of Schools or the Board of Education.

912.REPORTING ACCIDENTS
Any employee witnessing a serious accident in the school building or on the school grounds at any time shall make a written report thereof immediately to the principal to be forwarded to the Superintendent of Schools.

913.FLAG OF THE UNITED STATES AND STATE OF OKLAHOMA
The flag of the United States shall be displayed in each regular classroom. Both flags will be flown from the flagpole during suitable weather.

Books belonging to the school which are lost, stolen, or mutilated shall be paid for by the person responsible.

915. PL-874 INDIAN POLICIES AND PROCEDURES
A. Children living on Indian Land participate in school programs on an equal basis with all other children attending school in the Sapulpa district. No teacher or program director is to exclude or limit participation in any district activity on the basis of race. If it is determined that Indian children are not participating in the educational program on an equal basis, a task force will be appointed. The task force will research the cause of the problem and make recommendations to the Board of Education on modifying the educational program to ensure Indian children participate on an equal basis.
B. Pertinent program policies/plans, applications and evaluations will be disseminated through one or more of the following ways:
1.Mail notices in advance to parents of Indian children requesting their participation in meetings regarding education programs assisted with funds provided under P.L. 81-874.
2.Inform the Indian community of events in education programs assisted with funds provided under P.L. 81-874 through student handouts and the student newspaper and make greater use of newspapers serving the Sapulpa area.
C.By scheduling through the Superintendent's office a place on the agenda of any open meeting of the Sapulpa Public School Board of Education, a tribe, or their designee, parent, or group of parents concerned with the educational opportunity of any student or group of students in Sapulpa school district may:
1.Present views regarding applications.
2.Make recommendations concerning the needs of their children.
3.Provide input into the planning and development of the educational program of the district.
4.Present views on the educational program and its operation.
In addition to the above, the Sapulpa Schools will:
1.Mail copies of the Public Law 81-874 application and evaluations, program plans, and other information concerning education programs assisted with funds provided under Public Law 81-874 to the tribe and send copies home with children to all parents of Indian children when these items become available.
2.Provide notice of meetings regarding education programs assisted with funds provided under P.L. 81-874 to the Indian community and to the tribe.
3.Work with the tribal leaders to seek input from the Indian parents, tribe and other Indians in the community by using available forms of communication and cooperation to seek and encourage such input.
4.Hold all meetings involving or discussing education programs assisted with funds provided under P.L. 81-874 in the school auditorium or a classroom of sufficient size to accommodate all Indian parents who might wish to attend.
5.Provide ample time for discussions of education programs assisted with funds provided under P.L. 81-874.

6.Invite comments and suggestions from the Indian community with regard to education programs assisted with funds provided under P.L. 81-874 by holding as many meetings with the tribe and Indian community as are necessary to ensure that the needs of the Indian community are received and considered.
D.A Public Hearing will be held annually at which parents of children living on Indian land and/or tribal officials may discuss current status of school programs and desired directions for future development for Board consideration. In addition to the above, Sapulpa Schools will:
1.Encourage all staff members of the LEA to elicit input regarding the general educational program from Indian parents and tribal leaders, and to submit such suggestions to the administration for consideration and evaluation.
2.Encourage all staff members to use their best efforts in establishing a more amicable relationship with tribal leaders and parents of Indian children to elicit voluntary input.
3.Recommendations of the tribe will be considered and written response will be submitted.
The above policies and procedures related to tribal and parental involvement in the education of children residing on Indian lands are hereby approved by the Sapulpa Board of Education, Sapulpa Public Schools in regular session January 4, 1988, and as revised in special session on May 17, 1988.
The above policies and procedures shall remain in effect until rescinded by the Sapulpa Board of Education.

916.*DISASTER DRILLS IN SCHOOL (Approved 9-6-94)(Negotiated 8-19-13)
The principal shall schedule and execute the following 10 drills each year.
Fire: 1 within the first 15 days of each semester (2 total)
Intruder: 1 within the first 15 days of each semester (2 total)
Tornado: 1 in September and 1 in March (2 total)
Other: any type safety drill any time during the school year (2 total)
Lockdown: 2 per year at different times of day (2 total)
A copy of each school's fire and tornado drill procedures is to be posted in each classroom.
All drills must be documented and a copy filed at the school site, with the district administrative office, and with the Institute for School Security Resources (created by Oklahoma Office of Homeland Security).
These records must be maintained for three years and must be made available for inspection by the State Fire Marshall.

917.*POLITICAL ACTIVITY (Negotiated 7-90)
The Association shall be permitted to place materials related to official business of the Association on a designated bulletin board at each school and in the school mail boxes of each teacher. Such material may not suggest, urge or propose any action by a teacher or teachers to resist or ignore any term of this Agreement, Board policy, or administrative directive. Further, political material placed upon the designated bulletin board or in teachers' school mail boxes may only be related to the internal politics of the Association.

918.OPEN RECORDS ACT (Revised 8-93)
A.It is the policy of this school district to recognize and facilitate the public's right of access to and review of public records. The district is not required to release information contained in its education records except in conformity with the provisions of the Open Records Act, Title 51, Oklahoma Statutes, Section 24A.1.
The Superintendent shall be the district's custodian of public records and shall be responsible for the preservation and care of those public records. However, the Superintendent may designate an individual to be responsible for releasing public records for inspection and copying for the public. Additionally, the Superintendent may establish reasonable rules of procedure by which public records may be inspected.
B.The Clerk of the Board is designated as the individual who, under the Oklahoma Open Records Act, is responsible for releasing public records for inspection by, and/or copying or reproduction for the public.
Those requesting copies of a public record must pay the district $.25 per page copied. If a search must be made for a document by school employees that consumes more than 10 minutes then a charge will also be made for such document search in the amount of $1.00 per each 5 minute search needed beyond 10 minutes.
In determining whether documents are open to public inspection, the Clerk of the Board shall refer to the Oklahoma Open Records Act and, when there is doubt as to whether a document is open, shall refer the matter to the Superintendent. The district retains the right not to release records when there is a question as to whether the document should be released until the matter has been considered by the Superintendent and/or school attorney.

919.*WORKS PRODUCED BY EMPLOYEES USING DISTRICT WORKING TIME OR PROPERTY (Negotiated 7-90)
It is the policy of the Board of Education that the following procedures are established to encourage and protect the professional research and publishing of district employees, and to clarify the ownership of employee-produced instructional materials.
A.Rights of ownership, as used herein, include the right to copyright or to patent and the right to sell and/or to distribute.
B.The Board has all rights of ownership of instructional materials produced by an employee(s) during required work hours that the employee is paid by the Board.
C.The Board has all rights of ownership of instructional materials produced by an employee using Board supplies and/or equipment during such production.
D.Ownership of instructional materials produced by an employee in a federal program during hours that the employee is paid by federal funds and/or in which the use of federally funded supplies or equipment is used lies in the public domain.
E.The employee has all rights of ownership of instructional materials produced by the employee other than during those required work hours paid by the Board and for which Board supplies and equipment are not used.
F.The school district may enter into an agreement in advance with an employee to produce instructional materials. In such cases, the agreement shall assign whatever rights of use and ownership as may be appropriate.
G.If doubt exists as to whom the rights of ownership belong, a written agreement may be executed by the employee and the appropriate representative(s) of the district. If the employee does not initiate and enter into such an agreement within one year of the completion of the material, the rights of ownership shall pass to the Board of Education.
H.The agreement in paragraph G, above, will include:
1.A specific description of all material covered by the agreement.
2.A statement by the employee that the material was not produced during required work hours paid for by the Board and that school supplies and/or equipment were not used.
3.That the employee is the owner of such material for all time and may alter such material as the employee chooses.
4.That the Board will not distribute such material to persons outside this school district without written consent of the employee.
5.That the employee may copyright or patent the material as the employee chooses insofar as the Board is concerned.
6.That the employee may distribute and/or sell the material as the employee chooses insofar as the Board is concerned.

The term "body fluids" includes blood, semen, drainage from scrapes and cuts, feces, urine, vomit, respiratory secretions (such as nasal discharge.) Diseases such as hepatitis, shigella, salmonella and AIDS are transmitted through body fluids.

922.SMOKING ON SCHOOL PREMISES BY STAFF MEMBERS/PATRONS (Tobacco Use) (Approved 5-3-93)(Revised 3-11-13)Revised 11-11-13)
The Board has a deep concern for health and safety of staff and students. Recentreports published by the Surgeon General and the American Medical Associationshow that smoking is harmful to smokers and non-smokers. Tobacco users candevelop heart problems, some forms of cancer and emphysema. Exposure to toxicair induced by smokers can cause similar health problems for non-smokers.
Therefore, the use of tobacco products and “Simulated Tobacco Products” are prohibited in all District facilities, Districtvehicles and/or on District property 24 hours a day, 7 days a week. Tobaccoproducts include cigarettes, cigars, snuff, chewing tobacco, betel nut and any otherform of tobacco. Simulated Tobacco Products” are defined as products that imitate or mimic tobacco products, including, but not limited to cloves, bidis, kretks, and vapor smoking with/without nicotine. No special break periods for smoking will be permitted. This policyapplies to all employees, contractors, patrons and or visitors.
Individual site managers/supervisors throughout the District are responsible for theenforcement of this policy. Violations will be addressed using normal disciplinarypolicies and regulations inclusive of due process for staff.
