Sealed tenders are invited by the India Infrastructure Finance Company Limited under two bid system (Part – I: Technical Bid and Part – II – Financial Bid) from competent agencies with sound technical and financial capabilities, fulfilling the qualifying requirements as stated hereunder for the following services:

Base Kitchen - Cleanliness & Hygiene:-

The Catering agency shall ensure that the food is cooked in a kitchen designed with a professional touch and equipped with all the necessary machinery and equipment required for bulk cooking. Highest standard of hygiene is to be maintained. The essentials like insect/fly catchers must have been installed.

The cleanliness and maintenance of the utensils used for cooking and transportation of food is to be ensured.

In case of unsatisfactory/unhygienic quality of food item(s) breach of any of the terms of accepted tender document or lapse in services, deductions will be made as penalty which will be solely decided by IIFCL.

The kitchen will be open for check up of IIFCL and any lapse or breach of any of the terms will be taken seriously and can lead to termination of the contract immediately.

The food should be hygienically cooked and portioned in containers from kitchen itself, covered properly and transported in covered van from the base kitchen. Good quality raw material as indicated hereafter is to be used for the preparation of food.

Quality Control and Supervision

Agency shall use / provide all good quality items and maintain high standard of hygiene and cleanliness. Workers of agency shall also maintain proper hygiene and properly dressed in clean uniform.

Raw Materials

·  Branded refined sunflower oil. (Nature fresh/Sundrop/Fortune/Dhara etc.) and /or Olive Oil for which a separate quote will be furnished (Separate financial bids should be submitted for branded refined oil and for Olive Oil)

·  Good quality of branded Basmati rice, wheat flour ( Ashirvad / Shaktibhog/Annapurna etc.), spices (Everest/Ashok/Goldi/Catch etc.), and other raw materials like vegetables, cheese, fruits, which will be open to check-up at any stage of preparation without any prior notice.

Others requirements

·  The Agency should have modern and well equipped base kitchen at New Delhi.

·  The Agency should be registered with the Labour, Health, Sales Tax and Central & Excise department(s) of State/ Central Govt. as applicable.

·  The Agency should be an Income-tax Assessee having filed its Income tax return for the last three financial years.

·  The Agency will be required to offer a minimum of 4 weeks’ credit limit.

·  Uniforms (including dresses and shoes etc.) of the staff and its maintenance will be done by the agency

·  Base Kitchen and entire kitchen equipment will be open to check up at any stage of preparation without any prior notice.

·  The crockery, cutlery, serving dishes and pantry facility shall be provided by IIFCL for routine day-to-day requirement. It shall be the duty of the Agency to properly handle the various gadgets and utensils, etc. provided by the IIFCL. Breakage shall be acceptable subject to a specified minimum level.

Venue:

The service shall be provided at India Infrastructure Finance Company Limited 8th Floor, Hindustan Times House, 18 & 20, K. G. Marg, New Delhi-110 001

Timings:

The lunch would be delivered between 12.45 Hrs. 13.15 Hrs.

Pre Qualification Criteria:

The bidders who intend to participate shall meet the following qualifying requirements:

I.  Experience Criteria:

a)  The prospective bidder should have successfully carried out catering services in any industry/organization/establishment for not less than 20 persons/users on a normal working day in a single unit for a continuous period of one year during the last three years.

b)  The annual value of single largest contract at a unit should be not less than Rs. 10 Lakhs per annum on a daily operation.

c)  The time period of three years shall be reckoned as on 01.01.2013.

II.  Financial Criteria

a)  The annual turnover of the bidder during any one of the last three financial years ending 31-03-2012 should be at least Rs. 10 Lakhs (Rupees Ten Lakhs only).

b)  The financial net worth of the bidder shall not be less than Rs. 25 Lakhs (Rupees Twenty Five Lakhs only) during any one of the last three financial years ending 31-03-2012 for which a certificate from their banker is to be submitted to IIFCL.

Selection Procedure:-

1.  The Technical Bids, which fulfils the above experience and financial criteria, shall be ranked as per the ranking system of awarding marks.

2.  The total score for Technical Bid is 85, out of which 75 marks will be awarded as per the Base Index given above and those who get 60 marks and above will be shortlisted for a facility /site visit by a Committee of Officers of IIFCL. The members of Committee of IIFCL will visit the facility of the agencies shortlisted and award them from the balance 10 marks based on the internally designed sub-criteria of Raw material being used and ambience at the place of bidder. The date & time of the visit will be communicated by IIFCL to the shortlisted agencies.

3.  Total Score for financial bid is 15. Tender will be awarded to the agency getting the highest score out of 100 (85 Technical Bid+ 15 Financial Bid).

4.  Any dispute arising will be subject to the jurisdiction of the courts at Delhi.

SUBMISSION OF TENDER APPLICATIONS FOR PROVING EXECUTIVE LUNCH SERVICES TO IIFCL-

Ø  The applications must be submitted in sealed cover, super scribed “Application for Providing Executive Lunch Services” addressed to the Dy. General Manager (GAD), IIFCL, 08th Floor, 18 & 20, HT House, Kasturba Gandhi Marg, New Delhi-110001.

Ø  The applicants are required to submit a non-refundable ‘Tender Fee’ of Rs. 1,000/-(Rupees One Thousand only) by Demand Draft or Pay order of any Nationalized IIFCL favouring ‘India Infrastructure Finance Company Limited’, payable at Delhi/New Delhi. The tender document may be obtained either from the office of the IIFCL by submitting a Demand Draft/Pay order as per address mentioned above or may be downloaded from the website of IIFCL.

Ø  The empanelled agency is required to submit an interest free Earnest Money Deposit of Rs. 20,000/- (Rupees Twenty Thousand Only) by Demand Draft or Pay order of any Nationalized IIFCL favouring ‘India Infrastructure Finance Company Limited’, payable at Delhi/New Delhi. The Earnest Money of the Agency awarded with tender from IIFCL will be retained by the IIFCL as security deposit till the continuation of their empanelment.

Ø  The applicants should submit their IIFCL’s RTGS details.

Ø  The applicants are required to submit their applications along with the necessary documents as proof along with EOI.

Rates

The rates quoted would be valid for a period of one year with hike in the rates by 5% after one year. The taxes, as per actual would be paid. All the payments shall be subject to TDS as applicable at the time of payment.
