PBR REGISTRATION overview

Any owner or operator of a nonmetallic mineral processing plant (rock crushing plant) that opts to operate under a PBR needs to meet all the requirements set forth in Sections 795–799 of IDAPA 58.01.01, Rules for the Control of Air Pollution in Idaho (Rules). These rules include requirements to use best management practices and specifies monitoring and recordkeeping. The current rules can be accessed on the Department of Administration’s website at When registered with a PBR, a Permit to Construct is not required.

Rock crushing plants that operate or may be operated at a single location or site for more than twelve (12) consecutive months do not qualify for a PBR and must obtain a permit. The Permit to Construct application for rock crushers can be obtained from the DEQ website at

  1. Registration Form:Complete the attached PBR registration. This registration covers only one rock crusher plant. Owners that operate more than one plant at a time need to register each plant individually. Serial numbers are required for crushers and screen decks; however, if the equipment does not have a serial number, put “N/A” in the Serial No. column.
  2. Portable Equipment Relocation Form:Complete the Portable Equipment Relocation Form (PERF). An electronic copy of the PERF can be obtained from the DEQ website at It is important to be aware that in addition to being submitted with this PBR registration, a PERF must be completed and filed at DEQ at least 10 days in advance of relocating any of the equipment covered in this registration.
  3. Fees:In accordance with the Rules for the Control of Air Pollution in Idaho (IDAPA 58.01.01.800), DEQ cannot process this registration unless it is accompanied by a two hundred fifty dollars ($250) registration fee.   4. Mail or Submit:Please mail or submitthe completed PBR registration, PERF form, and the PBR registration fee of two hundred fifty dollars ($250) to the address below. PBR processing cannot commence without payment.
