US-DPRK Verification Agreement: State Department Special Briefing October 11 2008

The State Department held this special briefing to announce that the United States and the DPRK hard reached agreement on a verification protocol (see the following fact sheet: or As a result of the agreement, the Secretary of State rescinded the designation of North Korea as a State Sponsor of Terror. This fact sheet was released by the Department of State at the time an announcement was made that the US and the DPRK had made an agreement on a verification protocal, to be approved at a future round of Six Party Talks. Press Communique of the Heads of Delegation Meeting of the Sixth Round of the Six-Party Talks July 12 2008

It was at this Heads of Delegation meeting that the six parties agreed that "In accordance with the Joint Statement of the Six-Party Talks adopted on 19 September 2005, the six parties agreed to establish a verification mechanism within the Six-Party Talks framework to verify the denuclearization of the Korean."

Six Party Talks June 2008 Statement of the Chair

Mr. Wu Dawei, head of the Chinese Delegation to the Six Party Talks, released this Statement of the Chair on June 26, 2008. It states that "In the spirit of the October 3, 2007 Six Party agreement, on June 26, 2008, the DPRK will submit its nuclear declaration to the Chair of the Six-Party Talks, and the United States will implement its obligations to remove the designation of the DPRK as a state sponsor of terrorism and to terminate application of the Trading with the Enemy Act." (This should be filed as a "government, other" on the NCNK data base; Statements of the Chair are typically released when the six parties cannot come to agreement on a final text. However, this was filed as an "international agreement" to make it easier to find.)

Six Party Talks, October 2007: Second-Phase Actions for the Implementation of the Joint Statement

This document, released October 3, 2007, is the text agreed to by the six parties in the Second Phase of the Sixth Session of the Six Party Talks, which took place from 27 to 30 September 2007. DPRK agreed to disable its nuclear facilities and declare its nuclear programs by the end of the year, and the United States agreed to "fulfill its commitments to the DPRK in parallel with the DPRK's actions based on consensus reached at the meetings of the Working Group on Normalization of DPRK-U.S. Relations."

Initial Actions for the Implementation of the Joint Statement February 13, 2007

This agreement was the outcome of Six Party Talks from February 8 through February 13.

September 19 Joint Statement -- September 2005 4th Round of SPT

This statement, known as the 9-19 statement in Asia, was signed at the conclusion of the 4th round of Six Party Talks.

DPRK Foreign Ministry on Resumption of 6 Party Talks, March 2, 2005 (ending the missile test moratorium)

This is the memorandum in which the DPRK declared that because "the DPRK-U.S. dialogue was totally suspended when the Bush administration took office in 2001. . . we are not bound to the moratorium on the missile launch at present." It was released by KCNA on March 3, and is available on the KCNA website for March 4.

DPRK's Foreign Ministry Statement on Six-Party Talks June 28, 2004

A spokesman for the DPRK Foreign Ministry issued this statement, after the close of a round of the six-party talks in Beijing on the settlement of nuclear issue between the DPRK and the USA.

Third Round Six Party Talks Chairman Statement June 2004

At the third round of the Six Party Talks, held from June 23 to the 26, 2004, the parties stressed "the need for words for words and actions for actions." The parties "agreed in principle" that the fourth round of talks would take place in September 2004.

Second Round Six Party Talks Chairman Statement February 2004

The second round of Six Party Talks, which took place from February 25 to the 28, led to inconclusive results, as shown by the chairman's statement.
