-Cell Coordinator/s (1 staff currently plus 2 additional staff subject to funding)

-Community Workers/Sign Language Interpreters (2 staff currently, plus 3 additional staff subject to funding)

-Micro Credit Officer (subject to funding)

-Community Worker Trainer (subject to funding)

Place:

VientianeMunicipalitybased primarily at the Lao Disabled People’s Association.

1. MANDATE

Manage the ‘Pilot Project for Employment for People with a Disability’, under the supervision of the Coordinator Employment Support, and for the initial probation period,with direct mentoring and training support from Project Manager CMLIP (Mr Boualay).

2. RESPONSIBILITIES

2.1 Project Management

-Develop the project implementation plan, in alignment with the project proposal document;

-Direct and monitor the implementation of the project based on this implementation plan;

-Within the project framework, develop any necessary project implementation guidelines, and other management tools;

-Write activity reports related to the project including:

oexternal reports as required, specifically reports to donors (frequency to be determined by donor’s requirements) and thequarterlyreports to the project steering committee; and

ointernal reports, specifically monthly project reports to the Coordinator and Programme Director.

-Manage the project budget which includes:

oBudget forecasting (monthly);

oBudget monitoring;

  • Authorising expenditure;

-Manage the project’s logistic and material resources including:

oUse of project vehicles;

  • Office equipment maintenance and stationery needs

-Co-ordinate between internal HIF stakeholders (HIF project staff, HIF programme staff, HIF Headquarters staff) and external stakeholders (Lao Disabled People’s Association including project staff on LDPA contracts,Government authorities, local businesses, training providers, other experts, and professional networks)

-Communicate on the project’s activities with all of the partners;

-Prepare the evaluation phase;

-Provide all the information necessary for theprocess of drawing up the multi annual strategies and/or the budget estimates for the sector or the programme;

-Participate in the multi annual planning process as required.

2.2. Human Resource Management

-Assist in the recruitment of project staff;

-Draw up individual action plans (IAP) for the team members;

-Monitor team member’s work activities;

-Train the team in any methods, approaches or technical aspects useful to the implementation of the project;

-Assess team members on the basis of their IAP;

-Plan, prepare and chair team meetings;

-Assure effective communication within the team.

2.3 Support to Project beneficiaries

-Provide training to beneficiaries as required, specifically ‘Start and Improve Your Business’.

2.4 Represent Handicap International France

-At the delegation from Programme Director, represent the project at national and international level as required including with funding bodies.

2.5 Contribute to HIF’s learning and sharing of experiences from the project.

-Coordinate with the Technical Coordination Unit (HIF Headquarters) to develop a strategy to capitalise on the experiences of the pilot projects.

2.6 Professional Development

-Participate in relevant professional development activities as required;

-Seek to acquire new knowledge relevant to the project on an ongoing basis for example through participation in local networking; and through contact with HIF Headquarters.

2.7 Specific Short Term actions during project start up phase

-Follow up contact with LDPA, the Ministry of Labour and Social Welfare and Ministry of Foreign Affairs in relation to the finalisation of the MoU;

-Develop and finalise the Partnership Agreement with LDPA once the MoU is signed;

-Conduct the market survey, and initial screening of businesses for traineeships, in the villages of prospective beneficiaries;

-Conduct a survey of costs for Vocational Training

-Provide follow up support to the Trainees who completed sewing training at IV Japan

-Support the Community Workers to be involved in field work prior to the commencement of the project;

-Assist with the training of the Community Workers prior to the commencement of the MoU;

-Assist with the development of the Project Design for XiengKhouangProvince;

2.8 Ensure that the privacy and dignity of all participants is respected.
