ILLEGAL GUN TRADING RACKET BUSTED : 22 SOPHISTICATED SEMI AUTOMATIC PISTOLS OF 7.65 MM RECOVERED BEARING MARK “MADE IN ENGLAND”

A team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar under the supervision of Sh. Satyavir Singh, ACP/SR, Special Cell, has busted an Inter-State gang indulging in illegal firearm trade. The gang procured sophisticated semi automatic pistols from Balwadi, Distt. Dhar (M.P.) and sold them further to criminal elements in the area of Delhi and NCR. The apprehended persons include Salaam S/o S/o Abbas R/o Village Radhna Inayatpur, PS Kithore, Distt. Meerut, UP, aged 52 years, Kalua S/o Late Iqbal R/o Village Ajrara, PS Mundali, Distt. Meerut, UP, aged 57 years and Pradeep Mandlik @ Bhavadiya S/o Naineshwar Mandlik R/o Village Aurangabad, PS Bhawani Nagar, Distt. Ahmadnagar, Maharastra, aged 24 years. A haul of 22 semi automatic sophisticated pistols bearing mark “MADE IN ENGLAND”” alongwith 22 extra magazines, one Hyundai Santro car bearing registration No. UP15AQ-3280 have been recovered from the possession of the accused persons. The weapons were meant for supply to the persons in Kardampuri and Mangol Puri of Delhi.

On 03.12.13, a specific information was received that a huge consignment of illegal weapons shall be supplied in an Santro car bearing No. UP15AQ-3280 at Wazirabad Road, Opposite Indian Oil Petrol Pump, Nand Nagri, Delhi. On this information, Inspr. Manoj Dixit and Inspr. Shiv Kumar alongwith staff laid a trap near Bus Stand, Gagan Cinema, Opposite Indian Oil Petrol Pump, Nand Nagri, Delhi. At about 09:20 AM, one Grey Colour Santro car bearing No. UP15AQ-3280 came from UP and halted on the service road of Main Wazirabad Road. Two persons holding a bag in their hands came out of the vehicle and were waiting for someone. The driver remained seated in the car. All the three persons were overpowered. Upon interrogation, their names and addresses were known as Salaam S/o S/o Abbas R/o Village Radhna Inayatpur, PS Kithore, Distt. Meerut, UP, Kalua S/o Late Iqbal R/o Village Ajrara, PS Mundali, Distt. Meerut, UP and Pradeep Mandlik @ Bhavadiya S/o Naineshwar Mandlik R/o Village Aurangabad, PS Bhawani Nagar, Distt. Ahmadnagar, Maharastra. They initially tried to bluff the Special Cell team on one pretext or the other but could not succeed and ultimately revealed that they used inbuilt capsule cavities below backseat of the car besides Petrol tank and inside the front doors to conceal the weapons. A thorough search resulted in recovery of 22 pistols as well as 22 spare magazines from the Santro Car. Accordingly, a case under appropriate sections of law has been registered at PS Special Cell, Lodhi Colony, New Delhi.

Operation: An in-house study into the growing use of sophisticated firearms over last few years revealed that in most of the cases, illegal weapons used were manufactured and supplied from Munger, Bihar into Delhi and NCR. Subsequent investigations also revealed that Balwadi, Distt. Dhar (M.P.) has also come up as a major weapon manufacturing hub from where it is supplied to different parts of the country including Delhi/NCR. Accordingly, a team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar worked diligently and relentlessly by deploying informers in and around Delhi, UP West and Madhya Pradesh. After sustained perseverance, on 03.12.13, an information was received about delivery of a huge consignment of illegal firearms at Wazirabad Road, Opposite Indian Oil Petrol Pump, Nand Nagri, Delhi, by Salaam, Kalua and Pradeep Mandlik in an Santro car. On this development, surveillance was mounted at bordering area of Delhi. After painstaking efforts, this vehicle i.e. Santro car was tracked in the service road of Main Wazirabad Road from the side of UP. The modus operandi used by culprits was well designed as they had used inbuilt capsule cavities below backseat of the car besides Petrol tank and inside the front doors of the vehicle to conceal the pistols before illegal transportation. However, they could not outsmart Special Cell officials.

During investigation, involvement of one Tanman Singh R/o Sendhwa, MP, as manufacturer as well as main supplier of illegal arms & ammunition has been revealed. He manufactures and gets delivered illegal firearms to his contacts in Delhi and NCR through Salaam, Kalua and Pradeep Mandlik. They supply weapons to almost every part of the Country. It is also revealed that all of them supplies at least one such consignment every fortnight. All the sophisticated pistols recovered bear the mark “MADE IN ENGLAND”. Once again Tanman Singh has emerged as a Main supplier of these sophisticated weapons.

PROFILE OF CRIMINALS :

Salaam S/o Abbas R/o Village Radhna Inayatpur, PS Kithore, Distt. Meerut, UP.

He was born in 1961 at Village Radhna Inayatpur, PS Kithore, Distt. Meerut, UP. His father Abbas was a labour. He is a school dropout due to weak financial condition of his family and is illiterate. At the early age of 12, he started working as helper in a Tractor repair shop at Garhmukteshwar. He worked there for one year. Being unable to make sufficient earnings, he returned to his village and started labour work. At the age of 18 years, he learnt driving and started working as truck driver in Meerut. He obtained Driving license from RTO, Meerut, UP. After that he came to Delhi and started working as truck driver at Maple Transport for earnings. At the age of 19 years, he got married to Smt. Mubassin D/o Nazarat KhanR/oVillage Ajrara, Distt. Meerut, UP. He has six children which include two daughters and four sons.

Subsequently, he came in contact with one Furkan Hafiz of his village about whom he came to know that he is procuring weapons from Madhya Pradesh and selling them to bad elements at a price. He joined hands with Furkan in the trade. He accompanied Furkan to Balwadi, Distt. Dhar (M.P.) and procured weapons in a lesser quantity and eventually Furkan supplied the weapons to the criminals of Delhi and UP. He found quite a profit in the trade and he started his own supply.

Kalua S/o Late Iqbal Ahmad R/o Village Ajrara, PS Mundali, Distt. Meerut, UP.

Kalua was born at Village Ajrara, PS Mundali, Distt. Meerut, UP. His father was a labour. He is totally illiterate. He is a truck driver by profession. He came into contact with Salaam as he was married to his cousin sister. Initially, he did not know that Salaam was indulging in supply of illegal arms but after some time, when Salaam proposed to him to join the nefarious trade for a hefty earning, Kalua could not resist the temptation. He decided to use his Santro car which was purchased by him last year from Naushad of his village.

At the age of 20 years, he got married to Smt. Afsana D/o Shamsad R/o Village Radhna Inayatpur, Distt. Meerut, UP. He has nine children which include seven daughters and two sons.

Pradeep Mandlik @ Bhavadiya S/o Naineshwar Mandlik R/o Village Aurangabad, PS Bhawani Nagar, Distt. Ahmadnagar, Maharastra.

Pradeep was born in the year 1989 at Village Aurangabad, PS Bhawani Nagar, Distt. Ahmadnagar, Maharastra. His mother had expired in his childhood and his father left the family started living elsewhere. He was brought by his elder sister and the family was facing extreme financial crisis. He is illiterate. Initially he worked as Mason. Unable to make a earning, he shifted to Indore at his Uncle’s place. Subsequently, he came in touch with one Karan who introduced him to Tanman Singh of Balwadi, MP, who is the supplier of these weapons. Tanman Singh lured him with hefty earnings in lieu of working as a carrier and collecting payments from the prospective buyers. He used to get Rs. 5000/- for each trip. In September 2013, he got married to Rupali.

Further investigation is in progress.

BOOTLEGGER ARRESTED WITH ILLICIT LIQUOR

The staff of Police Station Uttam Nagar, West District has arrested two bootleggers namely Smt. Kamlesh and Shri Chand and recovered 48 cartons (containing 48 quarters each of country made liquor).

NAME AND PROFILE OF THE ACCUSED

1. Smt. Kamiesh W/o Manish R/o A-218 J.J. Colony Uttam Nagar, Delhi, Age-31 years.

PREVIOUS INVOLVEMENT

She is involved in more than 11 cases of Excise Act.

2. Shri Chand S/o Lt. Balbir Singh R/o H.No. 90, Gali No. 5 Shastri Nagar, Delhi, Age-51 years.

RECOVERY

48 Cartons (containing 48 quarters each of country made liquor for sale in Haryana only)

Total 2304 quarters.

INFORMATION AND OPERATION

On 02.12.13 an information was received to HC Jagdish Chander, No.204/W, that Smt. Kamlesh W/o Manish R/o A-218 J.J. Colony Uttam Nagar, Delhi has stocked huge quantity of liquor at her residence for sale in the area. Immediately, under the supervision of SHO/Uttam Nagar a team comprising SI Kuldeep, SI Dayakishan, HC Jagdish, Ct. Amit was constituted. The team rushed to the spot and raided the premises. On conducting search, Smt. Kamlesh was apprehended and one bag containing 48 quarters was recovered from her residence. On further questioning she disclosed that she is in the business of sale of liquor for the last many years. She was resident of the area of Dabri but has shifted in this area last year. She procured the liquor from Haryana for sale in Delhi with the connivance of her land lord namely Shri Chand. Shri Chand is basically a property dealer but he is in the business of selling illicit liquor to earn quick money.

INTERROGATION

On sustained interrogation accused Smt. Kamlesh W/o Manish disclosed that she is a widow and belongs to a poor family and having no source of income. She indulged herself in sale of illicit liquor to earn the money. Today she was apprehended while she was carrying liquor.

  1. Where as, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.
  2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No.30 (part-I & II) thereby transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter- district transfer.
  1. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.
  1. And whereas, it has also been observed that the record of seller and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.
  1. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.
  1. Now, therefore, in exercise of the powere conferred upon me by virtue of Sec. 144 Crpc 1973 (No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)UTL, dated09.09.2010 I , Anil Kapoor, ACP/Pahar Ganj Sub-division, do hereby make this written order that all such Vehicles dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Pahar Ganj,Delhi shall.

(a) Maintain a register of sellers and purchasers of all the transaction of Second Hand Vehicles.

(b)Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

(c)Affix photographs of the seller and purchaser on the register.

(d) Keep copies of identification documents like election card, ration card, PAN Card, Driving license etc.

(e)Inform the nearby police station if the seller or buyer is found suspicious.

These orders shall come into force with effect_02.12.13 and shall remain in force for a period of 60 days up to 30.01.2014 unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provision of Section 1878 of the IPC.

As the notice can not be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, AcsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and MCD.

  1. Whereas information has been received that some people/groups of people may indulge in unlawful activities to disturb the peace and tranquility in the area of Sub-div. Paharganj, Delhi.
  2. And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meeting, processions/demonstration etc. in the area is likely to cause obstruction to traffic , danger to human safety and disturbance of public tranquility.
  3. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life, safety and disturbance of public tranquility.

4. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 criminal Procedure Code, 1973 read with Govt. of India Ministry of Home Affairs and New Delhi’s Notification No. U11036/1/2010 UTL, Govt. of India, Ministry of Home Affairs, New Delhi, the 9th September,2010. (a)The holding of any public meeting.

(ii) Assembly of five or more persons.

(iii) Carrying of fire-arms, banners, placards, lathis, spears, swords, sticks and brickbats etc.

(iv) Shouting of slogans.

(V) Making of speeches.

(Vi) Processions and demonstration and

(vii) Picketing or Dharnas in any public place with in the area of sub-division Paharganj without a written permission.

5.These orders shall come into force with effect_02.12.13 and shall remain in force for a period of 60 days up to 30.01.2014 unless withdrawn earlier.

6. Any person contravening this order shall be liable to be punished in accordance with the provisions of section 188 of the Indian Penal Code.

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations of Central District, Delhi it is apprehended that terrorist/anti social elements may seek hideouts in the residential areas and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
  2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/snit-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.
  3. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life, safety to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 criminal Procedure Code, 1973 read with Govt. of India Ministry of Home Affairs and New Delhi’s Notification No. U11036/1/2010 UTL, Govt. of India, Ministry of Home Affairs, New Delhi, the 9th September,2010. I, Anil Kapoor, ACP/Sub-division Pahar Ganj, Central District, Delhi do, hereby, make this written order that no landlord/owner/person of any house / property which falls under the jurisdiction of Sub-division Pahar Ganj, Delhi, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant(s) to the Station House Officer of the police station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the “ Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officers concerned in whose Jurisdiction the premises fall about the particulars of the said tenants.
