IDENTIFICATION OF NON-DISABLED PREKINDERGARTEN ROLE MODEL STUDENTS

FOR 2015-2016 SCHOOL YEAR

Role Model students have been added to most Pre-K Special Education (SPED) classrooms for the following reasons:

  • Increase inclusion of children with disabilities as required by the Office of Exceptional Student EducationStudent Support and the State Performance Plan Indicator 6
  • Required by the Individuals with Disabilities Education Act (IDEA)
  • Individual Educational Plan states that Pre-K students with disabilities will be educated with non-disabled peers.

Benefits for Role Model Students

  • More positive/accepting attitudes about people with disabilities
  • More social skills
  • Equal, if not greater, developmental progress
  • Less disruptive/inappropriate classroom behavior
  • Viewed as more socially skillful by teachers and parents
  • Role Model program is free for participants

Requirements for Role Model Students

  • Full-day Inclusion Classrooms (10 ESE/10Role Models)–10 VPK eligible role model students who are 4 years of age on or before September 1, 2015 and selected through a screening process conducted by the teacher.
  • Full-day Reverse Mainstream Classrooms can have no more than (4) role models who are either 3 or 4 years of age. If a role model is 4 years of age on or before September 1,2015, a VPK Certificate is not to be requested of the parent.
  • Half-day programs -may select appropriate 3 or 4 year-olds.
  • Must be appropriate Role Model for students with disabilities (i.e., good language skills (English, Spanish, Creole), good social skills, toilet trained, independent in self-help skills, initiates play and conversation with other children and follows the classroom routine with minimal prompting). Potential Role Model students spend one day and/or am/pm session in the classroom to be screened by the Pre-K SPED classroom teacher. Observation form must be used by the Pre-K SPED teacher and signed by parent during screening to determine if the student may be a good Role Model (Attachment 2)
  • Parents of Role Model students are responsible for providing their child’s lunch (may apply for free/reduced meals), transportation to and from school, and before and after school care costs.
  • Role Model students must be children who have never been in or referred to special education.

The Pre-K SPED website ( Teacher Handbook Appendix C-5 Role Model Packet has the following:

  • Sample flyers to advertise Role Model openings (English, Spanish and Creole)(Attachment 1) (Appendix C-6)
  • Sample letter to the principal identifying the Role Model student (Attachment 3)
  • Sample letter to parents once screening is complete (English, Spanish and Creole) stating that child has been selected on a temporary basis or has not been selected (Attachments 45). Parents of Role Model students should be instructed not to purchase school uniforms while placement is temporary.

Registration of Role Model students requires the following:

  • Same paperwork for any child registering in Miami-Dade County Public Schools (i.e., Birth Certificate, Immunization, Free/Reduced meals etc.)
  • Attachment 3 from Appendix C-5 of the Pre-K SPED Teacher Handbook must be placed in the Role Model student’s cumulative folder and a copy sent to the District Pre-K SPED Office (mail code: 9614)
  • Appropriate Pre-K program code and course code number input into computer at registration “A” for VPK eligible students in Inclusion classrooms only (4 yr. old by September 1, 2015) and “Z” non-VPK eligible students.
  • VPK eligible Role Model students in a Full-day Inclusion Classroom only, must provide a COEat registration. The certificate number must be entered into ISIS on PF20 Miscellaneous screen.
  • Assessment Consent Form for Pre-K Role Model Students (English, Spanish, Creole) signed by parents before classroom screenings or assessments. (Appendix C-7)

Dismissal of Role Model Students

Reasons:

  • Lack of attendance and tardiness
  • Lack of appropriate skills (i.e., not toilet trained, behavior, poor speech or language)

Procedures:

  • Meeting to address concerns must be held with the parent, teacher, and school administrator with reasonable timelines for remediation (i.e., 2 weeks)
  • If not remediated, the parent is notified of student withdrawal from the Role Model program.
  • Options in the community are discussed with the parent.

SCHOOL YEAR THROUGH ROLE MODEL

In an effort to provide inclusive settings for prekindergarten children with disabilities, ______, ID#______, has been placed as a Role Model Prekindergarten (Pre-K) student in the Prekindergarten Special Education (SPED) class. It has been determined through the screening process that this student is eligible to participate as a Role Model in the Pre-K SPED classroom at your school for the 2015-2016 school year. This student will serve as a role model for language, behavior and social skills for the Pre-K children with disabilities. Please make sure this student remains on your attendance list for the 2015-2016 school year.

Children selected as role models will participate in the half-day program from 8:20 a.m. to 10:50 a.m. or 11:20 a.m. to 1:50 p.m., or in the full-day program from 8:20 a.m. to 1:50 p.m. A Role Model student is responsible for his/her snack and lunch through free/reduced, full pay or bringing his/her lunch from home. Parents must provide transportation to and from school for a Role Model student and have good attendance and punctuality.

The following descriptions are provided to determine which Pre-K program code and course code number to use with the Role Model student listed above.

- FOUR-YEAR-OLD VOLUNTARY PREKINDERGARTEN (VPK) ROLE MODEL STUDENT IN A FULL DAY INCLUSION PROGRAM (dual status of VPK and Role Model student):

A four-year-old Voluntary Prekindergarten (VPK) Role Model student who attends the full-day Pre-K SPED program will have the 8:20 a.m. - 11:20 a.m. session funded by VPK and the enrichment portion of the day (11:20 a.m. - 1:50 p.m.) will be funded by the Pre-K SPED program. VPK Role Model students must provide a VPK Certificate of Eligibility (COE) prior to enrolling. This VPK Role Model student will use a Pre-K program code of “A” with course code # 5100560. COE number should be input into the PF20 miscellaneous screen.

- THREE OR FOUR-YEAR-OLD ROLE MODEL STUDENT NOT ELIGIBLE FOR VPK –FULL-DAY REVERSE MAINSTREAM OR HALF-DAY PRE-K SPEDPROGRAM:

A three-year-old or four-year-old Role Model student in a full day Reverse Mainstream or half-day Pre-K SPED programwill be funded by the Pre-K SPED program. This Role Model student will use a Pre-K program code of “Z” with course code # 5100530.

We are pleased to inform you that your child has been selected to participate in our InclusionProgramon a temporary basis, as we observe his/her adjustment to the classroom environment and routine. School uniforms should not be purchased until the adjustment period is completed. If it is determined, after a period of 2-3 weeks, that your child is not the best role model for language, social and behavior skills, a meeting will be convened at the school to discuss other options you may have in the community. Please come in as soon as possible to register your child and bring this letter with you. You will need to see the school registrar before your child can be placed in the classroom. All registration requirements/procedures will need to be completedprior to your child starting school. If your child is four years old as of September 1, 2015, and selected for a full-day program, he/she must have the Certificate of Eligibility (COE) from Voluntary Prekindergarten (VPK) on file.Please be reminded that you are responsible for transporting your child to and from the school and adhering to the following school hours: 8:20 a.m. arrival and 1:50 p.m. dismissal.
