Identification and Recruitment

Migrant Education Projects are unique among educational programs as students must be identified and recruited before being served. It is the responsibility of the project to implement an effective identification and recruitment plan. An Identification and Recruitment Plan is required by the Oregon Title IC subgrant application.

A MEP is responsible for locating and recruiting migratory students. Oregon Migrant Education Service Center (MESC) trains and certifies Oregon recruiters to ensure effective recruiting practices. Recruiter deployment must be done by the MEP.

Recruiters must work during the seasons of the highest migratory population, during the times of day at locations where migrant families may be found. Recruiting strategies are more efficient if done at the project level. (ODE on ID&R)

This document will serve as the plan outline for state and federal reporting on the local ID&R practices of LEAs.
