President:

Jim Smith, CPPO, CPPB

I have been involved with IAPPO for approximately 8 years now. I was appointed as Secretary, ran for that office and was elected. I am the current sitting President and would like to finish a few things that have been started under my Presidency.

Vice President:

Shirley Webb, CPPO, CPPB

It has been my pleasure to serve as a member of the Board for the past three years. I currently chair the Nominations committee and sit on the Scholarship, Membership and Spring Conference committees. I am also the webmaster for the IAPPO website.

I have been employed by the State of Illinois for over 30 years. I began my procurement career with the Department of Central Management Services in 2005 and have worked my way up through the ranks over the past 22 years. I am currently the Deputy Chief Procurement Officer for the Illinois Chief Procurement Office for Higher Education. I hold both the CPPO and CPPB designation and, last spring I was honored to receive the IAPPO 2017 Manager of the Year award. Most recently, I was selected as one of the top three finalists, out of 16 nominees, for the NIGP Manager of the Year award.

Over the past three years, I have worked towards improving the Chapter for all members and will continue to work for more improvements and added benefits to the membership. I have worked to promote professionalism and ethics within the organization and in the procurement field through education, mentoring and certification. I believe the organization as a whole has begun moving in a very positive direction and I look forward to continuing that work. I have tried to be an advocate for all members, bringing questions, concerns and issues to the Board for discussion. I would like to continue to work for you, making our Chapter the best it can be.

Treasurer:

Art Moore, CPPO, CPPB

Art Moore started his government career as an Office Occupational Trainee with the Illinois Department of Transportation (IDOT) while still in high school. Art joined the IDOT staff full time in 2002 and worked in various laboratories testing road materials. In 2008, he became a Disadvantage Business Enterprises Certification Analyst. In this position, he worked with subcontractors looking to obtain certification in order to bid on road construction projects. In 2010, Art began his direct procurement journey with the CPO of General Services as an SPO. Art obtained his CPPB certification in 2011 and CPPO certification in 2013. Art is heavily involved in various procurement organizations and serves as the Treasurer for the Illinois Chapter of NIGP and is currently on the Talent Council for NIGP where he is charged with helping recruit volunteers and administrators for the national procurement organization.

Secretary:

Nicole Krneta-Rogers, CPPB

My name is Nicole Krneta Rogers and I am running for Secretary of IAPPO. I am running for Secretary to help promote our profession while supporting our IAPPO Chapter and its members. Like many in our profession, my career path did not originate in procurement. As a result of this different path, I am appreciative of the same role we all play as procurement professionals within various aspects of the public sector. I currently serve on the NIGP Finance Council which has been a rewarding experience.

My educational background is in Business Administration and Social Work. Prior to procurement, most of my career was spent in the public sector with responsibilities related to budgeting and revenue forecasting. Currently, I am a State Purchasing Officer with the Chief Procurement Office for Higher Education. I worked for the Executive Ethics Commission, Illinois Board of Higher Education, Commission on Government Forecasting and Accountability, and the University of Illinois at Chicago. I also served two years in Japan as an Assistant Language Teacher. Similar to skills needed for the Secretary position, these roles required me to be detailed oriented, hardworking and ethical.

Katherine Tople, CPPB

My name is Katherine Tople and I am currently a Board member for IAPPO. I am employed by the Illinois Department of Central Management Services as a Portfolio Manager. I have been working in public procurement since May of 2011 and my experiences with the State Board of Education, Chief Procurement Office and Central Management Services have not only broadened my knowledge and sparked further interest, but lead me to firmly believe that we are a customer oriented business. I appreciate the different needs across the State and welcome the challenge to meet those needs through procurement. As the State of Illinois transitions to a new e-procurement system, I have been highly involved in providing in-service training for Central Management Services.

I have been serving as a Board member since January of 2017. As the chairperson of the Membership Committee, I created and maintain the IAPPO Facebook page. In the next month, we will be joining Linkedln and hope to connect with many more public procurement officials on that platform.

In my spare time, I enjoy spending time with my kids and baking cookies (which will be at the Fall conference)!

At-Large Board Candidate Bios

Daina DeNye, CPPO

My name is Daina DeNye and I am interested in re-election as a Board of Director for IAPPO. I love an organization that encourages education and advancement of skills, which is why am the Professional Development Chairperson for the chapter. I have 29 years of Supply Chain Management experience, including 12 years in Governmental Purchasing. After 5 years of serving the City of Elgin as the Assistant Purchasing Director and achieving my CPPO certification, I was promoted to the City of Elgin's Purchasing Officer position, which I have held for 7 years.

I hold a Bachelor of Arts Degree in Supply Chain Management from Michigan State University. I hold a Masters of Business Administration Degree from Keller Graduate School of Management. I have been a member of NIGP and IAPPO for 12 years.

In my spare time, I enjoy reading, line dancing, Jazzercise, traveling and volunteering my organizational skills to my church's Career Development Ministry.

Tricia Leezer, CPPO, CPPB

I began my procurement career in 1998 with the IL State Board of Education handling all large procurements for the agency. I wrote procedures and set up processes for procurement. In 2011, I accepted a State Purchasing Officer (SPO) position with the Chief Procurement Office of General Services via the Executive Ethics Commission. I was a SPO for several agencies and also handled special projects such as modifying templates to eliminate redundancies and creating "checklists" that would ensure agencies included all documentation required upon contract execution. I served on a committee of four that implementing the IL Procurement Gateway. Vendors were repetitiously completing the same paperwork for every bid/proposal submitted to IL State Agencies. The system allows vendor to register once and all agencies to utilize the system to review their registration. In 2015, I accepted an Agency Purchasing Officer position at the IL Emergency Management Agency. In 2016, I was promoted to Section Head of the Financial Management Section. I remain the Agency Purchasing Officer but now have oversight and responsibility for obligations, budget, and contract management.

My goal is to improve the procurement process by streamlining procedures and providing consistency. I will strive to assure the State of Illinois receives the best quality product and/or service for the lowest cost.

If elected, my goal is to ensure that I listen to all members and assure that all voices are heard. I will assist with building consistency within the groups and committees of the organization.

Christine Miller

I have been purchasing in the government sector from 2000 through present, or seventeen years, all for my current employer, Lake County Forest Preserve District located in Lake County, Illinois. I serve as the Purchasing Manager under the Finance Director for the District. Previously worked in the private sector, in purchasing, for fortune 500 chemical manufacturing companies. My hobbies are running, exercise in general. Maintaining a healthy lifestyle is very important to me. I love gardening and feeding the hummingbirds in the spring and summertime. I love visiting my family back east, as I do not get to see them often throughout the year. My family is very important to me! I also volunteer as a park district commissioner for my local park district, and serve on my HOA board. I also serve on the MAPP board, our local chapter here in northern Illinois.

I am interested in serving as an IAPPO board member to enhance my professional development career, through networking and leadership experiences. I would like to continue to grow the relationships MAPP already has with IAPPO and NIGP by serving on the IAPPO board. I also enjoy learning new things and meeting new people. I am confident my experience will serve the IAPPO board well.

Brian Quinn, CPPO, CPPB

A Chicago native, I grew up on the Southwest Side and later attended the University of Illinois at Springfield as part of their charter freshman class, and eventually transferred to the Champaign-Urbana campus where I graduated with a degree in Political Science with supporting coursework in psychology and community health. I then found myself back at UIS to pursue an MPA, while at the same time completing an internship at the Illinois Department of Corrections. It was here that I had my first taste of public procurement, reviewing contract documents, and learning about the RFP and bid process.

I began working at the Illinois Executive Ethics Commission CPO-General Services in the Spring of 2011 as a State Purchasing Officer. I continued in that role for the next 4 years, learning about State procurement statutes and starting on the path to certification. I took every NIGP course I could sign up for (and my agency could afford to send me to) and before long I had what I needed to test for the CPPB. I obtained certification in 2013, and again with the CPPO in 2014.

Since my time at the State of Illinois, I’ve worked in the procurement function at the school district and municipal levels. I currently serve the City of Des Plaines in the capacity of Purchasing Manager. My desire to serve on the IAPPO Board is based on an understanding that much of my success and advancement in this field can be attributed to people I've met along the way who took the time to train me, explain things to me (sometimes more than once), and generally support me. I feel serving on the IAPPO Board will allow me to reciprocate by giving back to my profession and to an organization that has afforded me opportunities for training, networking, and providing me with a sounding board for asking questions and getting the perspective of peers. The raffle prizes, including the electronic standing hand sanitizer I picked up at the Fall 2014 conference, were also pretty nice. As a Board member, I hope to both contribute to the operations of IAPPO, including the upcoming 2020 NIGP Forum, and to continue development within my profession.

Krystiana Rinaldi, CPPB

My name is Krystiana Rinaldi and I am the Agency Purchasing Officer for the Illinois Environmental Protection Agency. I started my professional procurement career with the Chief Procurement Office for General Services and was with them for 5 years. During that time, I served as a Procurement Specialist and for the last two years served as a State Purchasing Officer for numerous Illinois State Agencies.

I have always considered the work we do in procurement to be an important part of state government. I would enjoy learning how other municipalities and jurisdictions within the state of Illinois conduct procurement.

Becoming a board member with IAPPO would give me the ability to broaden my expertise in procurement and could help others do the same.

On a more personal note, I live in the small town of Glenarm with my significant other, my daughter, our two dogs, and cat. I enjoy bowling and watching my daughter while she takes horseback riding lessons.
