I.CALL CITY COUNCIL MEETING TO ORDER
  1. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Lloyd Meacham and Mark Reidhead, Secretaries Kaelyn Meyers and Anissa McDonald.

Council Members Tom Nordstrom and John Plant were excused from this meeting.

  2. Pledge of Allegiance – Was said by all in attendance.
II.GENERAL PLAN REVIEW– Mike Hansen

Mike Hansen was in attendance from Rural Community Consultants to discuss with Council Members the need to update Ballard City’s General Plan. Mike said that the two most important elements that need attention are Transportation and Affordable Housing. Mike stated that the current required ordinances are good. After a brief discussion was held, City Council members decided to allow Mike Hansen to move forward with updating the General Plan.

III.BUSINESS LICENSE REVIEW –

Mayor Bob Abercrombie talked about the new State Law (S.B. 81) exempting home based businesses from fees and licensure.

Attorney Clark Allred has drafted the change to Title 5.01 in Ballard City’s Ordinances.

A public hearing will be held regarding the ordinance change at the next City Council meeting on December 19, 2017.

IV.HOME BUSINESS EXCEMPTION –

Mayor Bob Abercrombie went over a list of home businesses, that need clarification on the status of the business being home based or not. A decision was made to send renewals as usual, and make those decisions on a case by case basis.

V.ANIMAL CONTROL CONTRACT–Mayor Abercrombie

Council Member Lloyd Meacham stated that he has tried several times to contact Mr. Harrison at Roosevelt City, and said that he will keep trying to get a hold of him.

VI.AFTER CHRISTMAS PARTY -

A discussion was held about the annual after Christmas party. The decision was made to have Smoke-n-Pots cater this event on Friday January 5, 2018 at 6pm to be located at the City building.

VII.NEIGHBORHOOD WATCH PROGRAM – Mayor Abercrombie

Mayor Bob Abercrombie reminded all in attendance that the next meeting will be held on December 14, 2017 @ 6:30 pm at Ballard City building located at 2381 E 1000 S. Invitations were sent to all residents of Ballard.

VIII.PUBLIC INPUT –

Striping of Roadways -- Eric Major from Jones & DeMille discussed with Council Members about a letter that has been written to Uintah County Commissioners about funding for the striping of the roads in Ballard.

1000 S. Roadway -- Eric also talked with Council Members about Roosevelt City’s 800 South that connects with Ballard City’s 1000 S on 1500 East. Eric said that it will be considered as a major collector road and that there is possible funding available for that corridor.

Ballard Roadways -- Mark Kettle said that it is his opinion that if the roads need to be widened, the homes sit to close to the road for that to happen.

Building Permit -- Mr. Kettle also has issues with the building permit he had to pay for in early winter of 2017, for the construction of his hay barn.

Mayor Bob Abercrombie gave an update on Planning & Zoning meeting.

  1. FOLLOW UP ON PAST MINUTES -
  • Security Door -- Mayor Bob Abercrombie said that the new office door will be installed when the concrete for the drainage is done next spring.

XIV.COUNCIL REPORTS –

Council Member Lloyd Meacham – Nothing to report on at this time.

Council Member Mark Reidhead – Went over taxes. Discussed that the Christmas lights on the poles aren’t working.

XV.FINANCES –

Checks and finances were gone over and approved.
