Background:
Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian medical aid organization working in more than 65 countries worldwide. Médecins Sans Frontières is neutral, impartial, independent and not linked to any political party or governmental body. It provides emergency medical assistance to people in need, irrespective of their nationality, race or religion. MSF has worked in India since 1999, providing free-of-charge essential healthcare to people in remote areas, and specialist care for people affected by HIV/AIDS, tuberculosis, Drug resistant tuberculosis and kala azar. We also respond to natural disasters and other emergencies, provide mental healthcare, and lobby for the development of more effective and cheaper medicines to improve access to treatment for people everywhere.

MSF currently runs projects in the states of Bihar, Delhi, Manipur, Maharashtra, Jammu & Kashmir, Chhattisgarh, Andhra Pradesh, Telangana and West Bengal. In 1996, MSF received the Indira Gandhi Prize for Peace, Disarmament and Development, and in 1999 MSF was awarded the Nobel Peace Prize

MSF India is one of 24 offices and operational centres in Europe, America, Asia and Australasia, pooling funding, expertise and staff for MSF field operations. MSF India has three key objectives in support of field operations: the recruitment of skilled medical and non-medical staff, the raising of vital funds, and public information work.

  1. JOB PURPOSE

Recruitment, placement and management of the suitably qualified and experienced professionals for MSF missions worldwide and promote MSF volunteering spirit to attract medical, non-medical and para-medical volunteers through different mediums.
  1. KEY ACCOUNTABILITIES

Recruitment of required profiles for MSF missions worldwide /
  1. Carry out recruitment and selection process of candidates for field volunteersaccording to the process defined and agreed upon.
  2. Review and improve selection activities, processes and procedures.

Responsible for mission placement and career management of the profiles /
  1. Active management of the available pool of field volunteers, to ensure maximum number of placements as set in pre-defined targetsto counter parts in Operational Center Amsterdam and other OC’s.
  2. Facilitate MSF training placements for selected candidates and keep members of the pool informed about available trainings and retention schemes.
  3. Responsible for volunteer retention on individual and group level.
  4. Maintain database and individual records of field volunteers (soft & hard copies) observing privacy and confidentiality requirements.
  5. Provide input to the strategic development of field volunteers recruitment activities in India and the wider region and participate in annual planning of the department

Representation, and awareness raising about MSF in the relevant groups and labour market communication

1.Carry out labor market analysis in the countries of focus.

2.Carry out recruitment campaigns.

3.Provide input in promotional recruitment and other labour market communication

4.Provide information for HR website updates on medical, para and non-medical profiles

1.On request gap-fill other positions in the HR department during emergencies

Additional HRCO activities to be undertaken

  1. Keeps abreast of the HR needs in operational centres and adjusts recruitment and selection activities accordingly
  2. External PC drive lead along with L&D head for OCA
  3. Represent MSF India HR department at relevant international MSF platforms
  4. CIRT HR representative along with Head HR and L&D Head
  5. Along with Intersectional HRO and Outreach HRO following the plan for outreach in order to strengthen our MD pool

  • Fill the number of expat departures as set in pre-defined targets
  • Number of expats attending trainings: 60% of the pool
  • Presentation/Brochures at 10 colleges and 5 conferences
  • At least 2 profile in Assessment Centre every month.
  • No lag of more than 7 working days from the HRO at any point of the recruitment.

Educational Qualifications & Functional / Technical Skills /
  • Masters in Human resources or equivalent qualification

Relevant Experience /
  • Minimum 4 year of work experience preferably in the international non-for-profit sector in India with proven track record or MSF international field experience

Other requirements /
  • Good HR knowledge
  • Willingness to travel within SouthAsian countries and internationally
  • Prior MSF field experience
