Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.

Currently the State of Connecticut has a custom system, ATC, to facilitate the Re-employment/SEBAC process. This process requires the State to conduct a search of employees that may have ‘Rights’ to an approved vacant position when processing a position appointment. The Central Reemployment/SEBAC Specialist needs the ability to search on all employees with active SEBAC rights. Central Reemployment/SEBAC unit and bargaining units meet monthly to review employees on the list to verify statuses. PeopleSoft does not provide reports for this custom process.

The Central Reemployment/SEBAC Specialist and the bargaining units meet monthly to review the employees currently on the SEBAC list to see the statuses of the employees’ rights. Currently there are 2,690 individual rights currently active. This is due to bargaining unit and statutory requirements. Layoff language is addressed in all bargaining unit contracts and state statute is 5-241 Order of Layoffs. Notice. Placement on reemployment list…. “the commissioner shall cause the name of such employee to be placed on the reemployment list for the appropriate class for which he has attained permanent status or has the ability to qualify, as determined by the Commissioner…”

PeopleSoft is planning to expand the examination functionality in the future and this functionality may be adapted for the Reemployment/SEBAC process. The State of Connecticut will be continuing to work with PeopleSoft to meet the states needs for Reemployment/Sebac/Examination processing.

Option 1. Create a query to select employees from the custom employee Re-employment/SEBAC Rights page, that have active SEBAC rights to the vacant position. The active SEBAC Rights query would be sorted by bargaining unit and alphabetically by employee and would include: Employee name, social security number, job classification code, classification title, bargaining unit, and agency.
