Creating an External Illinois.gov ID in BIM

INTEGRATED ELIGIBILTY SYSTEM

The Integrated Eligibility System (IES) is a computer based public benefits application and management system, and is a Joint initiative by the Illinois Department of Healthcare and Family Services (HFS) and Illinois Department of Human Services (DHS). This process document is to be used by other state agencies, contractual and partner staff, and external agencies that help our shared clients who will be using IES in an Inquiry or Update capacity.

CREATING YOUR EXTERNAL ID

Each staff person from your agency, who needs access to IES, will first need to obtain an external ID at the BCCS Identity Management (BIM) website. BIM is a self-service account management system that allows users to create an Illinois.gov ID and/or reset their Active Directory or Mainframe RACF account password. You will use the external ID (Username) and password you create through this process to log in to the Integrated Eligibility System (IES).

Begin by going to: Click on the third option on the page:

Next, enter your work email address and wait for a confirmation email.

After clicking on the link in the email you receive, you will be returned to the BIM site where you can complete your self-registration form.

The information you enter must match your Driver’s License exactly! If your information is not entered exactly as it appears on your Driver’s License, it could cause your registration to fail.

Employeeswho do not have an Illinois Driver's License are not eligible to register via this automated system. A State Of Illinois ID cannot be used instead of a Driver's License. You will need to notify your agency lead who will in turn notify their HFS or DHS Liaison. An Enterprise Service Request (ESR) will be created so that an ID can be created manually for you.

When you complete this form, you will be asked to choose a password – Save this password! You will need this to log-In to IES when you begin to access the system.

After you have completed and submitted this form, you will get the following message:

You will be given a username as well as a Domain to select when you log into IES – this will be either [SPS] or [EXTERNAL].State Agencies like DCFS will be assigned the SPS Domain, while other agencies will use the EXTERNAL Domain.

Make sure you save this confirmation and your password- you will not be able to log-In to IES without it!

After you have created your ID (Username), return to and click on the first option: Account Recovery Options. Setting up these options will allow you to unlock your account or reset your password should you forget it! If you don’t set up this option with your current username and password, you will not be able to unlock your account later.

If you Registration fails, do not call or email CMS, or the number listed in the failure notice. Contact the lead at your agency who will in turn notify their Liaison at HFS or DHS. The DHS or HFS Liaison will create an ESR (Enterprise Service Request) in order to have an ID issued manually. This manual process may take up to two weeks to complete.
