The State of Connecticut defines the Employee Appointment Type in a multitude of ways such as Contractual, Durational, Emergency, Intermittent, Permanent, Probation Paid Classified, Probation Paid Unclassified, Provisional, Seasonal, Temporary Service in a Higher Class. PeopleSoft delivers Employee Class with 8 translate values that do not meet the needs of the state. The delivered values are: Agency/Temp, Apprentice, Assignee, Consultant, Contractor, Expatriate, Intern, Trainee.

The Employee Appointment Types/Employee Class is used for various Collective Bargaining unit reasons to indicate employee status such as permanency in the classification, temporary service in a higher class assignment to a position, emergency, durational, or temporary appointment without gaining Bargaining unit rights, provisional – needing to take a state examination. These appointment types assist for seniority interpretations, examination rights, promotional rights. These appointment types also assist in determining how long employees should be kept in their appointment types (emergency – 2 months, temporary – 6 months, durational – 3 years). There are currently 28 values in APS.

Required by Bargaining Unit to determine if and when an employee has rights for seniority, bumping, vacation selection, layoff, transfers, reassignments. Also reflected in State Statutes for management to determine if an employee is eligible for vacation, promotional examinations, for Personal Leave Days credit, health insurance eligibility.
