Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.

As delivered PeopleSoft does not notify applicants who have previously applied that a vacancy now exists and inquire if they wish to be considered. Currently in the State of Connecticut’s Applicant Tracking System or in other agencies’ manual systems, agencies retain applications by job classification and recycle qualified candidates’ applications into a retrieval system so that they can be contacted for subsequent vacancies in the same classification.

While this function is performed by their own applicant database or manually now, it would be important that PeopleSoft provide this retrieval functionality, thereby expanding the applicant pool, meeting affirmative action regulatory requirements in the area of outreach recruitment and reducing multiple handlings of same application. We will have a Central Applicant Database for the State of Connecticut with PeopleSoft that won’t be fully functional without this feature. State Statute involving Affirmative Action.

Agency HR Specialist can run queries to retrieve active resumes with specifications that they are looking for. This process is currently manual.

Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.

Option 1. If notification is not sent automatically to candidates via the system, agencies would need to be able to run a query to determine candidate names and addresses (by job title) in an effort to assist them in this notification process. The HR staff could then send notifications via e-mail or regular mail or call the people to see if they wish to be considered for a new opening in that class. Applicant data will remain in the system, until purged through an automated batch process based on the State’s application purge guidelines. This is still labor intensive for HR staff but would give some agencies far more than they have now as it’s better than a manual system. Those agencies who are automated with applicant databases remain the same.

Option 2. Presently, some agencies maintain an Applicant Tracking System and are able to obtain information concerning applicant job interests/qualifications from these types of databases. If a recruitment (e-mail) notification cannot be generated/sent by the system, agencies would continue to run reports by job title (for which the candidate qualifies) and send a letter to candidate(s) manually. For those agencies that do not have an Applicant Tracking System, this would not be feasible; HR Specialists would need to manually look through applications in their files and notify candidates manually.
