United States Intelligence Capability

Western Civilization from Socrates forward taught us to question and understand the what, and how of why via the relationship of cause and effect. This tradition was carried forward and applied in our political process by appreciating what John S. Mill wrote in “On Liberty” and the emphasis upon liberal education.

It was in the applicationof such a framework of reference we developed our first systematic intelligence system called the Office of Strategic Service (OSS) under President Franklin D. Roosevelt. Before the late1930's intelligence was fragmented in the Army, Navy etc.

Since the demise of the OSS on September 20, 1945 by President Truman we have not had a consistent human intelligence capability, except via the Soviet Union, and thus the United States has been surprised by Korea, Berlin Wall, Bay of Pigs, Vietnam, Somalia, Middle East etc. We must return to our roots of what nurtured Western Civilization and seriously consider the OSS model of relying upon human intelligence eliminating from citizens etc. with specialized knowledge of a region or country.

Presenter, Jim Eddy, Professor Emeriti, Political Science, Winona State University has been active in community involvement: MN Parks and Trails Council, Citizens for SEMN State Parks, Hiawatha Valley Marines, Friends of the Upper Miss. River Refuge-President; MMAM Board of Directors etc. While at WSU, Eddy didlobbying for Winona State University from 1965-95. His career in the US Marine Corps (1953-released, 1956, honorable discharge 1961, Sgt./USMC Reserve - 1965-78) has been an principle part of his life.

Innovative Dental Implants

The main discussion will revolve around changes in the use of implants in general dentistry. Twenty-five years ago, implants were exotic and daring and now they are simply a common aspect of the dentist’s tool kit for restoring the mouth. We will discuss the restoration of the mouth for people who wear dentures and are not able to keep them stable.

Presenter, Gary Hayes, DDS: Dr. Hayes has been practicing in the Winona area for 30 years. His practice has evolved to the point where it is now almost 100% in office surgical procedures.

OPEN HOUSE -Humor in Music

Our Guest for Open House, Frank Bures, M.D., will present auditory and visual examples of humor in music; from Mozart to P.D.Q. Bach (labeled the last and the least of Bach’s sons by his biographer-and-creator – Peter Schickle).

As many Winonans’ know, Dr. Bures is actually a clarinet player, with a steady job in medicine. He met his clarinet player wife, Ruth, in music school at Drake University and they became permanent duet partners and music teachers. Later, Dr. Bures decided to choose steady nutrition over trying to play clarinet for a living.

He belongs to numerous professional organizations and was recently honored for his

“Healthful Hints” column in the Winona Daily News (since 1982).
