The South Central Assembly and the York Housing Advisory Commission arepleased toinvite you to our RegionalHousing Summit, "Housing: Yours, Mine, Ours". This Summit provides a forum to share Best Practices and discuss key housing problems and issues facing communities, citizens and housing agencies in Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry, and York Counties.

Officials and professionals from state, local and county government, nonprofit and for profit housing organizations, banks, colleges, consulting firms, and interested citizens have been invited to the Summit, providing a chance for input from all sectors of South Central Pennsylvania.

The Summit features sessionsin six tracks that offer a broad range of topicsfor groups that serve our communities. The tracks include: County & Municipal Issues, Helping The Homeless, Affordable Housing Issues, Affordable Housing Resources, Housing and Older Adults, and Healthy Housing.Two plenary sessions highlight Affordable & Workforce Housing Challenges & Opportunities and State & Federal Housing Directions.

The Summithas been planned byvolunteersfrom the South Central Assembly and the York Housing Advisory Commission. This biennial event ismade possible by the generous support of thesponsors and exhibitorslisted in thisprogram.

We havebuilt the Summit with you in mind, offering many sessions, a chance to hear your needs, and providinginformation on new resources and bestpracticesto help you solve your community's problems. We have keptregistration fees low and the value hightoencourage attendance from all corners of the region.

South Central Assembly York Housing Adv. Com. Regional Housing Summit

South Central Pennsylvania faces a variety of old and new challenges and opportunities in the housing arena. The Great Recession and its' aftermath have changed our housing market. Things are different for renters, prospective homeowners, and those needing basic shelter. Our for profit and nonprofit housing providers, housing financiers, and governmental housing agencies are operating with a different set of resources and policies to meet current and future affordable and workforce housing needs. We offer a distinguished panel of housing experts to provide comments, thoughts and recommendations to help us navigate the challenges we face, and take advantage of opportunities that may exist.

  • Leigh Howard, President, Diana T Myers Associates

Leigh Howard has been the President of Diana T. Myers and Associates, Inc. (DMA) since 2013. Since joining DMA in 2006, Leigh’s work has centered around the housing needs of special populations, including: families, youth, and adults experiencing homelessness; individuals with justice involvement; individuals living in nursing homes and personal care boarding homes. Prior to joining DMA, she worked as a Social Worker, Long-Term Care Ombudsman, Researcher and Community Organizer. Leigh received her undergraduate degree from Wesleyan College, and a Masters Degree in Social Work and a Masters Degree in Law and Social Policy from Bryn Mawr College.

  • Senghor Manns, Chief Executive Officer and President, Harrisburg Housing Authority

Senghor Manns has been Chief Executive Officer, President and Counsel of the Harrisburg Housing Authority since October 2,009. Prior to this, he was Chief Operating Officer, Deputy Executive Director and Special Counsel (General Counsel-2005/07) for the Indianapolis Housing Agency. He also worked with the law firms of Lee, Burns, Cossel and Kuehn, LLP and Coots, Henke and Wheeler, P.C., and for the Hamilton County Prosecutor's Office . Mr. Manns received his BA from Indiana University at Bloomington, and his JD from Indiana University's Robert H. McKinney School of Law. He is on the Federal Home Loan Bank's Advisory Council, a Board member of the Pa Association of Housing and Redevelopment Authorities and the Keystone Research Center, and an Advisor to the Board of the Tri County Housing Development Corporation..

  • James Shultz, Program Development Director, Lancaster Housing Opportunity Partnership.One of the founding members of the Lancaster Housing Opportunity Partnership (LHOP) , Jim became LHOP’s Program Development Director in 2012. He was raised in a public housing development in the City of Lancaster and is passionate about affordable housing issues. He spent six years as President of the Housing Development Corp. of Lancaster, developing 10 affordable housing buildings and communities, and five years as Community Development Director for Allentown, PA. Jim has taught an evening class in City Government for 30 years at his alma mater, Franklin & Marshall College. Active on many community groups, Jim takes particular joy in the “Bring Back Baseball to Lancaster” Committee that got Clipper Magazine Stadium built and the Barnstormers playing baseball in Lancaster City.

This workshop examines best practices from several successful programs, and challenges and opportunities facing the delivery of housing counseling across the region.

LHIFT of SCPA financing is available for nonprofit and for profit affordable housing and mixed-use projects in the South Central Assembly's 8 counties.

This session highlights a unique Aging In Place program, a collaboration between York County Community Foundation’s Embracing Aging, York Housing Advisory Commission’s Education & Outreach Committee, and representatives from a variety of housing and service providers, which empowers older adults and adult children/caregivers of older adults to age in place. This session includes information about the collaboration, lessons learned, and how your community might replicate and expand on this model.

County & Municipal Issues - County & Municipal Planning Coordination for Housing Preservation & Development

Many planning tools are available to guide counties and municipalities in land development and creation of new housing. At times, the use of these tools and planning resources are not well integrated or coordinated, leading to confusion and frustration on the part of local housing developers and necessitating exemptions before new housing developments can be created. This workshop explores these planning tools and how communities are better integrating housing development planning between counties and municipalities.The workshop also will provide insight and ideas county leadership can use in developing policy and assistance to municipalities in their housing efforts.

Housing and Older Adults - Livability in Senior Housing

Designing and creating housing options to maximize visit-ability and longevity of senior housing is a smart business and community investment. The average person reaching the age of 65 is expected to live another 18-20 years. To prepare for the changes of demographics, this session will focus on things to consider around space orientation and materials used from the perspectives of the architect, builder, and landscape architect to make the most of livability in senior housing.

Healthy Housing - Establishing a Healthy Housing Coalition and the GHHI Program

Learn about the GHHI Model which has been replicated in communities across the country.

Keynote Address: Diane Yentel, President and CEO, National Low Income Housing Coalition

Yentelwill offer remarks on the future of affordable housing across the country and changes needed to ensure that more low- and moderate-income consumers have access to safe, decent affordable housing choices. Yentel will then join other housing experts to consider strategies to strengthen both the rental and homeownership markets. They will discuss where to build new affordable housing, how to repair and preserve our existing stock, the future of thehousing finance system, as well as recommend needed policy changes at the state and federal levels.
