1.  Presentation regarding NYU 2031: NYU in NYC - A citywide strategic vision for how the University will look to grow more transparently and predictably over the next two decades

DISCUSSION:

Patricia Hurley NYU VP Community Affairs and Community Engagement made the presentation.

Barden Prisant is CB3's representative on the NYU task force.

Over the next two decades, NYU is looking to expand outside its immediate campus to the health corridor (upper East Side), downtown Brooklyn, and Governor's Island.

They also hope to build on the "superblocks" south of the campus.

Barden Prisant asked that the CB3 Land Use committee produce some guidelines and principles for him to follow as he represents us. David McWater agreed to do so.

There was some discussion of the issue of "secondary displacement." Once NYU builds a dormitory in an East Village neighborhood, NYU students, able to pay higher rent, move into other buildings in the area, displacing former, lower income tenants. Val Orselli suggested a moratorium on NYU expansion until there is a plan to deal with the impact of secondary displacement.

2.  710 East 9th Street Community Center and Supportive Housing: preliminary presentation by Loisaida, Inc., Phipps Houses, and University Settlement of the proposed ULURP application. The project will consist of the rehabilitation of the former ACS facility to create a 10,000 square foot community center operated by Loisaida and a 46-unit supportive housing facility operated by University Settlement / The Door. Phipps Houses will the lead developer of the property.

DISCUSSION:

710 East 9th Street is a 4 story former school at Avenue D. The plan is to develop the upper 3 1/2 floors to house aging-out foster children and homeless children. The ground-floor and cellar levels will contain a community center.

This was a preliminary presentation. The project is subject to ULURP on the grounds of City land use disposition. It is anticipated that the committee will take up the ULURP application next month.

3.  Review of Zoning, Housing & Affordability sections of Chinatown Working Group preliminary action plan

DISCUSSION:

Gigi Li spoke on behalf of the Chinatown Working Group. CWG is working on the following issues:

1.  Boundary 2-3 months to get buy in.

2.  Development corridor

3.  Historic districts

There will be a September presentation if these issues can be resolved by then.
