Objective
To provide infrastructure services for public housing tenants.
Description of the service
Community service organisations funded under this activity provide a range of infrastructure services (for example community gardens infrastructure), research projects related to public housing infrastructure, public tenant participation in departmental initiatives.

Service redevelopment
The department will continue to monitor service provision, and where necessary, may amend service specifications or funding allocations based on community needs or in response to changes to government policy and priorities.
Monitoring and review
Service Agreement
The Department of Health and Human Services monitors and reviews the organisation’s compliance with the Service Agreement’s requirements set out in the terms and conditions and schedules including the Applicable Departmental Policies. The Service Agreement is used to manage funding provided through the department for services delivered by community service organisations and local government authorities.
The Service Agreement includes two Applicable Departmental Policies:
- Department of Health and Human Services Policy and Funding Guidelines
- Service Agreement Information Kit<
The Service Agreement Information Kit provides information on the Service Agreement terms and conditions (chapter 3) and Applicable Departmental Policies (chapter 4). The Service Agreement Information Kit must be read in conjunction with the Department of Health and Human Services Policy and Funding Guidelines.
Human Services Standards
Organisations funded to provide services to clients are required through the Service Agreement to meet the gazetted Department of Health and Human Services Standards (Human Services Standards) and can be monitored in relation to their compliance with these standards.
Other requirements
The Department of Health and Human Services requires community service organisations funded through a Service Agreement to participate in the following monitoring processes for this funded activity by:
•providing a service provision report detailing outcomes from the funded activity.
Monitoring performance
Funding is subject to the delivery of specified targets in performance measures. Where actual annual performance is less than 95 per cent of target performance the funded organisation should provide the Department of Health and Human Services with a justification for retaining full funding.
Performance measures
Key performance measure 1:Percentage achievement of outcomes in work plan
Definition / Outcomes - a measurement of quantitative performance against the budget.Aim/objective / To provide infrastructure services for public housing tenants.
Target / As per project deliverables
Type of count / As specified in the contract or agreement
Counting rule / As required in the project’s contract or agreement
Monitoring frequency / Annual or, for shorter term projects/initiatives, when the initiative/project is completed.
Data source(s) collection / Service provision report including data detailing progress on outcomes against the work plan or contract.
Definition of terms / Work plans for individual services will be negotiated by the program area responsible for managing the agreement (divisional or central office).

As stated in the housing infrastructure contract or Service Agreement requirements for the project.
Further information
Funding is based on block funding, submission-driven and the price reflects the agreed cost of the project/initiative.
