JOB DESCRIPTION

TITLE: Director of Special Education/Human Resources

REPORTS TO: Superintendent

EMPLOYMENT STATUS: Full Time – 215 days

GENERAL DESCRIPTION (Special Education):

As designated by the Board of Education to coordinate all aspects of the special education program.

ESSENTIAL FUNCTIONS:

PROGRAM PLANNING:

·  Assesses special education needs on a continuing basis.

·  Sets goals in collaboration with special education teachers, psychologists, and administrators for the total special education program.

·  Assists in the preparation of budgets pertaining to special education activities.

·  Assumes the responsibility of the total due process of students on IEP’s

·  Schedules required testing, IEP completion, and annual review and placement meetings.

·  Oversee and support Response to Intervention (RTI).

DEVELOPS THE SPECIAL EDUCATION PROGRAM:

·  Develops policies and procedures to be followed in meeting standards, and state and federal laws governing the education of the handicapped.

·  Assists in special education curriculum development and selection of materials.

·  Serves as district records control officer.

·  Assists special education teachers in identifying solutions to instructional problems and in locating and securing educational materials.

·  Assumes responsibility for the confidentiality of information about the handicapped as required by federal and state laws.

·  Assumes responsibility for maintaining the records of all children referred, receiving, or in need of special education and related services.

·  Assumes the responsibility for maintaining a list of authorized personnel not requiring parental consent for access and entry to files for personally identifiable data.

·  Assumes the responsibility of keeping all concerned staff up to date on changes in federal and state laws governing special education programs.

·  Assists principals, teachers, and outside agencies in the appropriate placement of identified special education students.

·  Works with teachers of special education and regular classroom teachers inclusion practices.

·  Reports, on a regular basis, to the Superintendent on the needs of the special education program.

·  Provides counsel and assistance to teachers in testing and writing IEP’s.

·  IMPLEMENTS THE SPECIAL EDUCATION PROGRAM:

·  Submits to the proper agency all reports.

·  Submits annual request to the State Department of Ohio, Division of Special Education, of the need of the district in terms of special education units.

·  Maintains constant communication with special education teachers and administrators.

·  Assists teachers and principals in developing out-of-school activities for special education students.

·  Assists teachers, principal, and school psychologist in identifying and placing qualified students on a 504 accommodations plan or IEP.

·  Maintains a class list, revised annually, of all in-district and out-of-district placement of handicapped students. (List shall contain name, date of birth, parent or guardian, address, telephone number, location of service, and type of special education being received.)

·  Assists the Superintendent in preparing all applications pertaining to special education; i.e. Title VI-B of the Education of the Handicapped Act, PL 94-142.

·  Assists the Supervisor of Transportation in developing rules for the transportation of the handicapped.

·  Attends periodic reviews of district students receiving services outside the school district.

·  Schedules a time frame for the periodic reviews for district students.

·  Attends all district placement/Individual Education Plan (IEP) conferences.

·  Represents the school district on the Butler County special education task force.

·  May assume the responsibility for formally evaluating teachers.

·  Conducts an annual in-school search for students with disabilities.

·  Assists in providing in-service activities for special education personnel.

EVALUATES AND REVISES THE SPECIAL EDUCATION PROGRAM:

·  Continually evaluates and revises the special education program.

·  Communicates with principals, Superintendent and Curriculum Director regarding quality of the special education program.

·  Prepares reports as requested by the Superintendent for board meetings.

PARENT, PUBLIC, COLLEAGUE, AND STUDENT RELATIONS:

·  Maintains favorable relations with parents, public, colleagues, and students.

·  Works closely with principals and teachers regarding problems and/or operations related to his/her building.

·  Maintains communication and adequate records necessary in reporting to the Superintendent and/or Curriculum Director.

PERSONAL GROWTH:

·  Takes responsibility for job related personal growth.

·  Participates in job related district activities; i.e. testing committee, inservice committee, etc.

·  Keeps abreast of new developments, improvements, innovations, and changes in special education in determining their appropriateness for inclusion in the district’s education programs.

OTHER DUTIES AND RESPONSIBILITIES:

·  Serves as a role model for students and adults in how to conduct themselves as citizens and as responsible, intelligent human beings.

·  Helps instill in students and adults the belief in and practice of ethical principles and democratic values.

·  Conducts other duties related to the Special Education Coordinator’s duties as assigned by the Superintendent.

ADDITIONAL WORKING CONDITIONS:

·  Occasional exposure to blood, bodily fluids, and tissue

·  Occasional operation of a vehicle under inclement weather conditions.

·  Occasional interaction among unruly children and/or adults

·  Occasional exposure to hazardous materials or to working conditions which require use of special procedures, precautions, or personal protection equipment as specified by Board Policy or OSHA regulations.

·  Complies with Drug and Alcohol testing according to any/all federal and state laws/regulations.

TERMS OF EMPLOYMENT:

Salary shall be determined annually by the Board of Education’s approved schedule.

The employee shall remain free of any alcohol or non-prescribed controlled substance abuse in the workplace throughout his/her employment in the district.

EVALUATION:

The Director of Special Education Coordinator shall be evaluated by the Superintendent, using the form and procedures adopted by the Board of Education.

JOB PURPOSE STATEMENT/S (Human Resources): This position is designed for the purposes of managing assigned operations in accordance with district policies; providing information to the Board, Superintendent, staff and the public; ensuring compliance to established policies, procedures and/or codes; and addressing a variety of administrative needs and processes.

JOB QUALIFICATIONS AND EXPERIENCE:

·  Advanced Degree Education, Administration or Human Resource Management is preferred;

·  Administrative experience is preferred;

·  Classroom teaching experience is preferred;

·  Knowledge and/or Abilities Required:

·  Skills: to manage personnel and programs; communicate effectively orally and in writing, problem solve, and work collaboratively with colleagues, students, parents and the public.

·  Knowledge: of instruction, school law, district policies, state and federal employment laws.

LICENSES, CERTIFICATIONS, BONDING, and/or TESTING REQUIRED: Valid Driver’s License and evidence of insurability, Criminal Justice Fingerprint Clearance, district drug screen, BBP training Essential Job.

FUNCTIONS:

1. Designs and directs the hiring process for all district employees, in cooperation with the administrators and managers for the purpose of assuring consistency in the district and high quality employees.

2. Develops district policies and procedures for human resources for the school board’s consideration, for the purpose of assuring consistency in the district, and compliance with laws, regulations and collective bargaining agreements.

3. Directs the management of the district’s collective bargaining agreements, from negotiations through managing the contract, processing grievances and supporting administrators in managing the collective bargaining agreements, for the purpose of assuring high quality staff.

4. Monitors human resource activities of administrators and managers for the purpose of assuring compliance with district’s human resources policies and procedures, collective bargaining agreements and laws and regulations.

5. Plans the district’s staffing in each location, in cooperation with administrators and managers, for the purpose of assuring the best use of district’s fiscal and human resources.

6. Supervises the preparation of state and federal reports for the purpose of compliance Revised July 9, 2012.

7. Advises the Superintendent as a member of the cabinet for the purpose of assuring sound and accurate information for decisions.

8. Attends professional growth sessions for the purpose of keeping his/her professional human resource knowledge current with changing laws and regulations.

9. Provides in-service trainings to administrators and managers, as well as employees, for the purpose of keeping their human resource knowledge current.

10. Develops and maintains a productive working relationship with collective bargaining groups for the purpose of assuring good employee relationships.

11. Hires, supervises and evaluates selected district licensed and classified staff, as directed by the Superintendent, for the purpose of assuring high quality staff and programs.

12. May supervise various programs as determined by the Superintendent.
