Sub.: Regarding pathetic condition of Govt. Colleges and our demands.
Most Respected Sir,
It is humbly submitted that I am pained to say that the condition of all 54 Govt. Colleges of the state is very dismal. As many as 13 colleges are to be without a Principal until these posts are filled through PPSC,which appears to be a distant reality. About 750 posts of lectures out of a total of 1873 are lying vacant. In the name of rationalization, the previous Govt. took an anti education step by reducing the number of posts from 2024 to 1873 and at the same time increasing the number of colleges from 47 to 54. Therefore, there is an urgent need to fill all vacant posts of Lectures, Principals and Librarians to bring the functioning of these colleges to normal.
As for as we, the teachers working in these colleges are concerned, we have been meted out a step-motherly and discriminatory treatment by the Govt. so for the Govt. neither implement the UGC notifications/letters and spirit nor it implements its own notifications/circulars. Which are applicable to all state Govt. employees/officials. The Govt. has denied us 5% interim-relief on the plea that UGC/MHRD has not given it. Whereas it denies us the benefit of counting the past service, raising the retirement age to 62 years, creation of posts of Readers/Professors etc. which UGC has very clearly mandated to give. The state Govt.’s dilly-dallying on the issue of feeder grade service is case of beat ant discrimination against us,as it is to be given as per UGC/MHRD notifications/letters as well as it is enjoyed by all Punjab Govt. employee/officials.
The Punjab Govt. has counted the past ad-hoc service of Smt.Indu Bala Singh by adopting UGC letter dated 25.12.98 which is a clarification of clause 1 (e) of its letter dated 27.11.90. We demand immediate and uniform implementation of this adopted letter and also demand that UGC letter dated 27.11.90 be also immediately adopted and implemented.
So, we request your good self to intervene and effect recruitment to take higher education to levels to which your Govt.is committed.We also request for redressal of our grievances at the earliest.
