ADMINISTRATIVEREGULATIONSFORSCHOOL VISITORSANDVOLUNTEERS

Definitions:

Visitor-onewhovisitsaclassroomorschoolonaninfrequentbasistoobserveorparticipateinasingleeventorseveralevents,underthedirectsupervisionofschooldistrictstaff,throughoutthe year.Visitorsarenotpermittedtosupervisestudents.

Volunteer–anindividualinanunpaidpositionwithaprogram,activityorservicewhoisindividuallyresponsibleforthewelfareofoneormorechildrenorhasdirectcontactwithchildren.

VolunteersMust Meet theFollowingRequirements:

1.Volunteersmustbe18yearsofageorolder,unlessastudentparticipatingintheLearningThroughServiceorotherdistrictsanctionedprogram.Volunteersareunderthedirect supervisionofdistrictstaff.

2.VolunteersmustcompleteaHASDVolunteerapplicationandbeapprovedbytheHollidaysburgAreaSchoolDistrict Board ofDirectorsto servein a volunteercapacity.

3.Undernocircumstancesshallavolunteerbeconsideredanemployeeofthedistrict.Avolunteershallreceivenowagesorothervaluableconsiderationfortheperformanceofvolunteerservices.Thevolunteerpositionisnotaright,butratheraprivilegethatisconferredbytheadministration.Assuch,anyvolunteerpositionorvolunteercanbeeliminatedat anytimeforanyreasonor noreason.

4.TheHumanResourcesDepartmentwillmakerecommendationsofvolunteerstotheHASDBoardofSchoolDirectors.The HASDBoardofDirectors approvesallvolunteers.

5.VolunteersmustsubmittotheHumanResourcesOfficepriortoprovidinganyvolunteerservicesoriginalcopiesofAct34andAct151clearances,andFBIclearancesifaresidentoftheCommonwealthofPennsylvaniaforlessthanten(10)years,aswellastuberculosistestresults.VolunteersmustparticipateinAct126(MandatedReportersofChildAbuseTraining)andprovidedocumentationtotheHumanResourcesDepartment.Volunteersmayserveonaprovisionalbasisforasingleperiodnottoexceed30daysifthevolunteerisincompliancewiththeclearancestandardsunderthelawofthejurisdictionwherethe volunteeredisdomiciled.

6.ForallcurrentvolunteerswithintheHASD,Act34andAct151(andFBIifapplicable)mustbeeitherinitiallyobtained,ormustbeupdatedeveryfiveyearsbyJuly1,2016.Effective12/31/14newlyapprovedvolunteersmusthaveclearancescurrentwithinoneyear.Act126trainingwouldremainvalidfortheperiodoftimeestablishedbytheCommonwealthofPennsylvaniaandupdatetrainingwouldberequiredasdirectedbythe Commonwealth. (Currentlytrainingisvalid fora periodof5 years).

7.TheHumanResourcesOfficeshallmaintainafileoneachvolunteersservingintheHASD.
