About Health Level Seven
HL7 is an international community of healthcare subject matter experts and information scientists collaborating to create standards for the exchange, management and integration of electronic healthcare information. HL7 promotes the use of such standards within and among healthcare organizations to increase the effectiveness and efficiency of healthcare delivery for the benefit of all. Accredited by the American National Standards Institute (ANSI), HL7 is a not-for-profit, volunteer-based organization, supported by a small group of full-time staff members who provide administrative support for the organization.

HL7 Objectives
- Develop coherent, extendible standards that permit structured, encoded healthcare information of the type required to support patient care, to be exchanged between computer applications while preserving meaning.
- Develop a formal methodology to support the creation of HL7 standards from the HL7 Reference Information Model (RIM).
- Educate the healthcare industry, policy makers, and the general public concerning the benefits of healthcare information standardization generally and HL7 standards specifically.
- Promote the use of HL7 standards worldwide through the creation of HL7 International Affiliate organizations, which participate in developing HL7 standards and localize HL7 standards as required.
- Stimulate, encourage and facilitate domain experts from healthcare industry stakeholder organizations to participate in HL7 to develop healthcare information standards in their area of expertise.
- Collaborate with other standards development organizations and national and international sanctioning bodies (e.g. ANSI and ISO), in both the healthcare and information infrastructure domains to promote the use of supportive and compatible standards.
- Collaborate with healthcare information technology users to ensure that HL7 standards meet real-world requirements, and that appropriate standards development efforts are initiated by HL7 to meet emergent requirements.
Project Overview
HL7 is seeking a qualified vendor to complete development on our SharePoint 2007 / .NET collaboration website. HL7 began a process of rebuilding the website with SharePoint 2007 as its platform. The vendor selected for this phase of the project terminated the agreement and stopped before completing the work as requested. It is the goal of this RFP to find a vendor to complete areas of work in the SharePoint Collaboration website. The attached specifications outline the current technical setup of the system as well as the functional issues requiring attention.
Project Approach
Upon analysis of the work remaining, it was decided to replace the Membership and possibly Events areas with commercial third party modules through Association Management Software (AMS) (The selection of this software and its integration are a part of another RFP that is currently out for bid; please contact us if you are interested in bidding on this project as well).We are seeking SharePoint / .NET vendors to complete areas in the SharePoint Collaboration website that will not be replaced by the AMS.HL7 strongly believes in a buy vs. build approach and therefore prefers proven “off-the-shelf” solutions rather than custom software.

The success of the project will ultimately be based on the following criteria.The platform needs to be scalable to meet the current and future needs of the organization
- The platform needs to be reliable and scalable to meet the current and future needs of the organization
- The web infrastructure can be easily maintained by internal staff
- The website has measurement and analytics built into all key modules
- The interfaces provide a professional and usable design that accurately represents the international organization
- The site provides a consistent user experience across all of the underlying functional areas and modules

Types of Vendors
HL7 is in search of a vendor that can take our SharePoint collaboration site to the next level and is experienced in more than just the out of box configuration of SharePoint 2007. While we recognize the end solution may rely on a mix of third party software and integration, we are specifically seeking an independent strategic services firm who can develop the site, recommend the best mix of third party software, and perform the actual site development and project management. We are seeking a vendor that can not only complete this project, but a vendor that we can partner with for future phases and additional projects.
Key Vendor Qualifications
HL7 is looking for vendors with the following core qualifications:
- Experience with volunteer organizations and non profits
- Experience working with standards development organizations (ideal, but not required)
- Experience with C#and .NET
- Experience with SharePoint 2007 beyond out of the box configurations
- Experience completing projects started by other vendors
- Experience in understanding and developing in a service oriented architecture
- Experience integrating multiple systems and solutions into a unified website and user experience
- Experience in secure E-commerce integration

Interested bidders should respond with the following requirements:
Proposal Format
HL7 recommends vendors respond as succinctly as possible while still communicating everything theyfeel is important for decision making. The overall clarity of the response will be a key factor in our evaluation.
Required Elements
The response should include the following sections.
- Company Overview: An overview on your company, key qualifications and staff assigned to this project as specified in the Vendor Information section.
- Recommended Software & Partners: Briefly outline all recommended software and any involvement from additional partners, vendors or contractors needed in your response.
- Development Approach: Describe your development and QA process, as well as an overall plan for scoping and completing the project.
- Costs: Provide any initial costs for discovery and hourly implementation costs for all areas of the project (development, QA, project management, support, etc…). Add any additional anticipated fees for products and services including any hardware or third party software not outlined in this RFP, but regarded as necessary.
Evaluation Criteria
The responses will be evaluated on the following criteria:
- Vendor Qualifications: Experience with SharePoint 2007, infrastructure and resources of vendor (including partners & subcontractors).
- Vendor Reputation:The customer support record of the potential vendor. Vendor's demonstrated ability to implement the project within the contracted time and cost.
- Understanding: The degree to which the vendor demonstrates an understanding of HL7’s business needs.
- Price: The proposalis competitively priced.
