2  SNOMED CT

2.1  Free Sub-Set

2.1.1  Definition of sub-set requirements and specification

Need to make sure that we respond to the criteria set out in the eMail from December and the DICOM agreement. We must define a given use case - HTA is considering all international FHIR resources.

Action: HTA to put together our request for the free subset content request draft - major activity for this call.

2.2  HL7 International namespace Request

Request SNOMED International to create a SNOMED CT extension namespace for HL7 International. Paraphrasing an earlier request from Rob, this is needed by the International Patient Summary project, and "to support model meaning binding and for the IG for SNOMED CT use in FHIR.” This would apply to all of HL7, not a specific WG or affiliate (I understand CIMI has its own).

In order to manage and understand this we need:

- to understand the use case

- to establish the process.

Jane has indicated that Linda Bird will be the contact for this activity.

Rob Hausam unable to make this call due to timeclass with another call.

3  Content Requests

3.1  FHIR

Action outstanding: HG to submit to IHTSDO request for promotion of content.

Action - HG to provide documentation on process for others to follow.

·  The IHTSDO tooling does not include promotion request mechanisms. The process is to request from the 'owner' release centre. That request has been formally made. HG to follow up on timing for the actual promotion.

·  The SNOMED International has requested a single person only do all tooling requests. The HTA intends to share procedures within the group and to respond to SNOMED International that the single point of contact is the HTA, which has only one email for contact. As a voluntary organization there is no process which is restricted to a single individual. Such a process is seen to be a risk to HL7.

4  Tooling

Action: Ted will include the relevant requirements into the UTG (unified terminology governance) project.

Action: feedback from CIC on project 847 potential duplication of UTG - Ted

·  The tooling challenge is acknowledged.

·  HTA's tooling requests are expected to be rolled into the UTG project.

·  HTA reviewed the UTG agenda which includes this. Heather requested the meeting use and actively reference the requirements documents produced by the HTA. HG to send link to Ted, and make sure documents are in the document tab of the HTA web site.

5  Publishing

5.1  External Terminology Web Page

How would HTA like to manage this information. The use of the Vocabulary wiki will be tried as this is where most people would go if they have a question on this material.

Vocabulary will add an item under Infrastructure and Assets

The page will include:

- policy on use of external terminologies (simple explanation)

- link to existing HTA policies and guidance

- link to HTA - with short explanation of when to use them

- link to terminology 'owners' and products

Action: Ted to create the page

HG to put some information in the page for review by HTA.

6  Harmonization

Action: Ted to

·  add link to HTA each time HTA words are mentioned.

·  Link external terminology (point 6 under required data elements) to the new external terminology page

6.1  SNODENT

Jean has reported back to the workgroup. Maps are at and www.ada.org/snodent.

7  Value Set Content Specification

Rob M. indicated that the Value Set Definition project has specified what is required and intended in a value set definition. The next stage is to define more clearly the value set expansion (this PSS is in preparation). This will specify what we want in a file which is a value set expansion. These two pieces of work operate together. The binding specification semantics are also being included as well.

VSD is out for trial use. The others are in development.

The objective is to improve harmonization.

No further action for HTA at the moment.

·  The HTA is an interested party in this work as the publication of expansions (explicit version statements in binding) is an issue as is currency.

8  Process Guidance to FHIR

·  Rapid prototyping development vs mature quality processes need to be addressed

·  Content issues - identified because we were looking at content and identified problems

·  How to retain speed but improve quality.

Next call: 18th April 2017 (note: Jean, Ted and Heather at ISO meeting in China) - cancel and develop the agenda for the face to face meeting.
